At the Lushan work conference and the Eighth Plenum in July–August 1959, Mao Zedong denounced Defence Minister Peng Dehuai after Peng’s 14 July letter described Leap disasters. The plenum adopted a resolution on the ‘anti-party clique’ of Peng, Huang Kecheng, Zhang Wentian, and Zhou Xiaozhou. Intra-party criticism of the Leap became a crime. Famine continued.

Context

Peng was a marshal, not an outsider. His letter was initially an internal opinion. Mao recoded it as a line struggle linked to Khrushchev. Lin Biao replaced Peng at defence. The 7000 Cadres Conference of 1962 later admitted errors without restoring Peng.

Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

Why it matters

Worsening justice path: the last high-level correction attempt was punished. Direct contribution. High confidence. This is why the famine was not stopped in 1959.

Confidence is stated on the impact path, not hidden in adjectives. Mixed effects of The Lushan plenum denounces Peng Dehuai and criminalizes Leap criticism are separate paths.

Who was responsible

Contribution type and responsibility level for each recorded actor — not sole-author shorthand.

  • Direct responsibility

    responsibility level 0.7 · verified

Mao treated Peng’s private letter as an anti-party attack and forced the plenum to purge him. The Politburo collective folded; Lin Biao rose later on this wreckage.

What the sources establish

Wilson Center publishes Peng’s letter and related documents. Britannica independently narrates the Lushan purge. Plenum resolution language is in party collections. No private diary is required to establish the purge.

Established: Mao drove Peng’s 1959 purge after the letter. Not established: that Peng offered a full alternative economic programme, or that restoration in 1962 would have been automatic without the purge.

Shared responsibility is part of The Lushan plenum denounces Peng Dehuai and criminalizes Leap criticism. Naming Mao Zedong does not delete co-authors, institutions, or later transmitters. The lag from 1959-08-02 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.

The contribution type is direct. That reading is an impact-path choice, not a property stored on the Fact itself.
