On 1 July 1867 the constitution of the North German Confederation entered into force: a Bundesrat of states, a Reichstag elected by universal, equal, secret male suffrage, a Prussian presidency, and a federal chancellor responsible to the federal president (the king of Prussia). Bismarck designed the mix. This is not the 1871 Empire constitution, though it was the template.

Context

Universal male suffrage was a Bonapartist tool against liberal notables as well as a democratic opening. The chancellor was not responsible to the Reichstag. Military budget remained the Prussian core. Lassalle was already dead; Bebel and Liebknecht would use the suffrage. Windthorst’s later Zentrum is a southern story still to come.

GHDI publishes the 1867 constitution. Britannica independently describes the North German Confederation’s institutions. The two URLs differ.

Established: the NGC constitution took effect on 1 July 1867 on Bismarck’s design. Not established: that the Reichstag could dismiss him, or that women were included.
