On 2 January 2023 Italy published decreto-legge n. 1, urgent provisions for managing migration flows, including conditions, assigned ports, fines, and administrative detention of NGO sea-rescue ships. It was issued on the proposal of the president of the Council and the interior minister, of concerto with infrastructure and transport.
