On 4 October 2018 Italy published decreto-legge n. 113, proposed by President of the Council Giuseppe Conte and Interior Minister Matteo Salvini, abolishing the general humanitarian-protection permit and lengthening detention in repatriation centres. Parliament converted it as legge 1 December 2018 n. 132 after a Chamber vote Reuters recorded as 396 to 99.

Context

He was interior minister and deputy prime minister in the first Conte cabinet. Conte is unresolved. Humanitarian protection had been a residual Italian permit, not Convention refugee status.
