Net harmfulFormula-derived score

The through-line is decreto-legge 113/2018 abolishing general humanitarian protection, the 2019 Open Arms blockade later acquitted, and d.l. 1/2023 on NGO rescue ships which he countersigned as infrastructure minister. Still in those offices at apply. Not a mainstream deputy-PM above sea-rescue decrees.

Editorial assessment (context, not the score)

The heaviest documented costs sit on three clusters, not on a personality adjective.

First, d.l. 113/2018. As interior minister he proposed, with Conte, a decree published on 4 October 2018 that abolished general humanitarian protection (Gazzetta (opens in a new tab); Reuters (opens in a new tab)). The Chamber converted it 396–99. Conte is unresolved. Later undocumented-stock estimates are contested and are not stored as a unique integer.

Second, the 2023 NGO-ship decree. D.l. 2 January 2023 n. 1 was issued on Meloni’s and Piantedosi’s proposal of concerto with infrastructure and transport. The Gazzetta names Salvini among the countersigning ministers. Assigned ports, fines, and administrative detention of NGO ships are the instrument. Constitutional Court n. 101/2025 is neighbouring. This page does not invent a unique Mediterranean death integer.

Third, Open Arms. The 2019 blockade was tried as kidnapping. On 20 December 2024 a court held there was no case to answer (Politico (opens in a new tab)). Acquittal is not a rebate of the 2018 gazette.

Confidence is high on the gazettes, the 2022 oath, and the 2024 acquittal as reported, and medium where NGO detention-day totals sit in joint statements. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Matteo Salvini has been deputy prime minister of Italy and minister of infrastructure and transport since 22 October 2022. He was interior minister in 2018–19. He remains in the Meloni cabinet on 4 September 2026. The MIT can countersign a decree of concerto and administer ports. It does not give him Interior after 2022, a Constitutional Court seat, or a unique later death integer.

He is not a Ukraine co-belligerent on this catalog. ukraine-war is not minted and is not attached. 2014+/Karabakh/Kosovo/Taiwan events are not hung on territorial-revisionism. Soviet-scope rows are not used as primary homes.

The 2018 security decree is gazette. Decreto-legge 4 October 2018 n. 113, proposed by Giuseppe Conte as president of the Council and Salvini as interior minister, was published in the Gazzetta and converted as legge 1 December 2018 n. 132 (Gazzetta coordinated text (opens in a new tab); Ministero dell’Interno (opens in a new tab)). It abolished the general humanitarian-protection permit and lengthened detention in repatriation centres. Reuters recorded a Chamber vote of 396 to 99 on 28 November 2018 (Reuters (opens in a new tab)). Conte is named. He is not minted. Later ISPI undocumented-stock estimates are neighbouring and are not stored as Contribution.size.

The Open Arms file is dated. In August 2019, as interior minister, he prevented disembarkation of people rescued by the Spanish NGO Open Arms. Politico records 147 people, including minors, and 19 days at sea. Those figures are the wire’s; this page does not invent a unique later death integer. On 20 December 2024 a court held there was no case to answer on kidnapping charges (Politico (opens in a new tab)). Acquittal is a completed criminal-procedure outcome. It is not a rebate of d.l. 113/2018.

The 2023 NGO-ship decree is gazette and countersigned. Decreto-legge 2 January 2023 n. 1, recante disposizioni urgenti per la gestione dei flussi migratori, was issued on the proposal of the president of the Council and the interior minister, of concerto with justice, infrastructure and transport, foreign affairs, and defence. The Gazzetta names Salvini as minister of infrastructure and transport. Converted as legge 24 February 2023 n. 15. Assigned ports, fines, two-month administrative detention of ships, and confiscation on reiteration are the instrument. Matteo Piantedosi is named as interior minister. He is not minted. Giorgia Meloni is live. Constitutional Court judgment n. 101/2025 later held that an order contrary to the duty to save life cannot be sanctioned; that judgment is neighbouring, not a unique death rebate.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated. A 20 December 2024 acquittal is procedure. A motorway or port-investment row from MIT is neighbouring infrastructure and is not stored as a rebate of d.l. 113/2018.

Contributions and limits of responsibility

He proposed d.l. 113/2018 as interior minister. He blocked Open Arms in 2019. He swore the 22 October 2022 oath. He countersigned d.l. 1/2023 as infrastructure minister. He does not sit as Piantedosi. He does not sit as the 2025 Constitutional Court. Sharing a cabinet with Meloni is not a reason to drop 4 October 2018. It is a reason not to treat every later Interior circular as his unique authorship.

Causal chain through facts

4 October 2018 strengthens salvini-league-hardline. 22 October 2022 returns him to cabinet as deputy PM and MIT. 2 January 2023 records the NGO-ship decree he countersigned. 20 December 2024 records the Open Arms acquittal without converting it into a unique conviction or a unique death rebate. None of those dates hangs on ukraine-war, territorial-revisionism, state-repression, or Glavlit media-freedom. He connects to the mechanism only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: a completed abolition of general humanitarian protection, a completed NGO-ship decree countersigned as MIT, and hard-line continuity after a 2019 blockade that a court later declined to treat as kidnapping. It does not say he was convicted. It does not invent a unique Mediterranean death integer or a unique undocumented-stock integer. A later genuine repeal, a completed personal conviction, or a named new statute would be a different fact with a different date. Conte and Piantedosi remain names on this file, not invented biographies.
