Context
KNCHR is a constitutional commission. Police and unidentified actors were alleged. Ruto later spoke of rogue officers. Allegation is not a verdict. Command of the National Police Service still sits under his government. A 2025 compensation framework is a later instrument.
The 25 June killings are an earlier row. Cabinet dismissal is 11 July.
The president of Kenya is head of state and government under Article 131, commander-in-chief, and assents to bills Parliament has passed. He does not write IEBC gazette notices, Supreme Court judgments, UN Security Council resolutions, or IMF board decisions.
Why it matters
The path is protection of civic rights and institutional integrity: documented abductions after a protest week are a completed rights-harm cluster even before trials.

What the sources establish
Kenya National Commission on Human Rights carries the official instrument or communique. Human Rights Watch records the same dated act independently.
Established: a June–July 2024 documented abduction and disappearance cluster after the protests, recorded by KNCHR and independent monitors.
Not established: a unique completed homicide or kidnapping verdict against the president, or an exact national missing-person census from 1 July.
KNCHR documented. Courts have not issued a completed presidential criminal judgment on this cluster.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Rights bodies document abductions of protesters after the June 2024 uprising, not a later speech about Rights bodies document abductions of protesters after the June 2024 uprising.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to His government commanded the police. KNCHR documented. That limit is the alternative to treating office-holding as authorship of every later series.
During and after the 2024 protest wave, Kenyan rights bodies documented a pattern of abductions and enforced disappearances affecting protesters and vocal government critics. KNCHR later reported a sharp rise in such cases and said many people remained unaccounted for. Human Rights Watch also reported that police and other security agencies were implicated in killings, abductions, disappearances and maiming during the anti-Finance Bill protests. Disappearances and secret detention are coercive state harms when security actors are implicated.
