In July 2023, weeks after the Finance Act assent, Azimio-called demonstrations against the cost of living and the new taxes met tear gas and arrests in Nairobi and other towns.

Context

Raila Odinga’s coalition called the protests. The National Police Service managed the streets under a government Ruto headed. KNCHR and wires recorded injuries and arrests. He did not personally fire tear gas. Command responsibility for public-order policing still sits with the presidency and the interior ministry.

The 2024 parliament-storm week is a different date and a different youth-led coalition. Keep them separate.

The president of Kenya is head of state and government under Article 131, commander-in-chief, and assents to bills Parliament has passed. He does not write IEBC gazette notices, Supreme Court judgments, UN Security Council resolutions, or IMF board decisions.
