On the night of 25 June 2024 President Ruto delivered a televised address calling the storming of Parliament treasonous and stating that the Kenya Defence Forces had been brought in to support the police.
Context
Article 241 and National Security Council procedures govern KDF aid to civil authority. He spoke as commander-in-chief. The next day he reversed on the bill. He did not write a court treason indictment of named protesters that night.
The lethal-force cluster is the afternoon row. The withdrawal is 26 June.
The president of Kenya is head of state and government under Article 131, commander-in-chief, and assents to bills Parliament has passed. He does not write IEBC gazette notices, Supreme Court judgments, UN Security Council resolutions, or IMF board decisions.
Why it matters
The path is democratic resilience: labelling mass protest treason and deploying soldiers around the capital is a completed securitisation of a tax dispute. It is not a completed treason trial.

What the sources establish
President of Kenya carries the official instrument or communique. Al Jazeera records the same dated act independently.
Established: a 25 June 2024 presidential address using treason language and involving KDF, independently reported.
Not established: that named protesters were convicted of treason, or a unique later detention coefficient from the speech.
The Defence Council and NPS still implemented.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Ruto calls the Parliament breach treasonous and involves the Defence Forces, not a later speech about Ruto calls the Parliament breach treasonous and involves the Defence Forces.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He gave the address and owned KDF involvement. That limit is the alternative to treating office-holding as authorship of every later series.
