Anti-government demonstrations on 7 July 2025, the Kenyan anniversary known as Saba Saba, produced another lethal confrontation between protesters and security forces. By 8 July, the Kenya National Commission on Human Rights reported 31 deaths, 107 injuries, two alleged enforced disappearances and 532 arrests connected to the protests.
What happened?
Demonstrations took place across Kenya amid anger over police violence, disappearances, corruption and the cost of living. Authorities erected barriers, restricted movement around central Nairobi and deployed large numbers of police. KNCHR said it was investigating deaths, injuries and allegations that unidentified or plainclothes actors operated alongside security personnel. Rights organizations later placed the Saba Saba events inside a broader 2025 pattern of excessive force against demonstrators.
Officials said the state faced organized violence, looting and attacks on property and officers, and that police action was necessary to restore order. The casualty figures show why that justification requires case-by-case scrutiny: public-order enforcement cannot treat an entire demonstration as a lawful target for lethal force.
Who is responsible?
William Ruto (opens in a new tab) was president and therefore politically responsible for the administration overseeing the security response, but KNCHR's figures do not prove that he personally directed the operations that caused each death or injury. Operational responsibility rests with commanders and officers whose actions can be established through evidence. Any alleged enforced disappearance also requires investigation of the agencies and individuals involved.
The president's later public instruction on 9 July to shoot violent protesters in the legs is a separate event and should not be used retroactively as proof of an order governing 7 July.
What is established and what is not?
KNCHR's 8 July update establishes the monitored toll available at that point: 31 deaths, 107 injuries, two alleged disappearances and 532 arrests. Those numbers are dated observations and can be revised as cases are verified. Human Rights Watch's 2026 country review described the broader protest response as part of continuing accountability problems around Kenyan policing.
It is not established that every person arrested was peaceful, that every casualty resulted from unlawful police gunfire, or that every plainclothes actor was a state agent. The evidence does establish a large coercive response with lethal outcomes. The public-interest question is whether investigations identify who used force, whether prosecutions follow unlawful acts and whether future demonstrations can occur without the same pattern of deaths and mass detention.
