In November 2023, Prime Minister Giorgia Meloni's government signed a protocol with Albania to process certain asylum seekers intercepted at sea in Italian-run centres on Albanian territory, at Shengjin and Gjader, under accelerated procedures. The scheme, with a reported cost of several hundred million euros, was presented as a model for externalised EU migration management. In practice it was repeatedly stalled by Italian courts referencing EU Court of Justice rulings on 'safe country' designations, and as of early 2025 no asylum claim had been fully processed there.
