On 1 July 2016, Rodrigo Duterte (opens in a new tab) entered office with a promise to make an aggressive campaign against illegal drugs a national policing priority. Within weeks, police operations and killings of alleged drug suspects were occurring across the Philippines, while Duterte repeatedly used public speeches to frame suspected dealers and users as an existential public-safety threat.

What happened?

The campaign combined police raids, surrender programs, watch lists and public pressure on local officials. By the end of Duterte's presidency, official police figures cited by Reuters recorded 6,248 people killed in anti-drug operations. Human-rights groups have produced much higher estimates, in some cases reaching roughly 30,000 when killings outside formally recorded police encounters are included. The UN Human Rights Office said in 2020 that a conservative government-derived count already reached at least 8,663 deaths and that other estimates were substantially higher.

Duterte's defence was direct: he said drugs destroyed communities and that police needed authority to protect themselves and the public from armed suspects. The human cost cannot be judged from rhetoric alone. UN investigators documented recurring accounts of suspects being killed during operations, weak investigations into police conduct, arbitrary detention (opens in a new tab) and official language that could be understood as encouraging lethal violence.

Who is responsible?

Duterte personally launched and defended the national campaign as president. That establishes responsibility for the policy direction and the public instructions he gave, but it does not prove that he ordered every individual killing. Police commanders, officers, local officials and, in some cases, unidentified gunmen carried out the physical acts. Any finding that Duterte is criminally responsible for particular killings requires evidence linking him to the alleged system or attack pattern under the applicable legal standard.

The International Criminal Court is now testing that broader allegation. In April 2026, judges confirmed crimes-against-humanity charges against Duterte, allowing the case to proceed to trial. Confirmation is not a conviction.

What is established and what is not?

It is established that Duterte made the anti-drug campaign a central presidential policy, publicly encouraged force, and presided over thousands of officially acknowledged deaths in police operations. It is also established that the UN documented serious barriers to accountability and questioned official narratives in multiple cases.

The exact death toll remains disputed because official counts and rights-group methodologies cover different categories. It is not established by this fact that every death attributed by campaigners to the drug war was caused by police, or that Duterte personally ordered each killing. The defensible claim is narrower and more consequential: a presidentially directed campaign created the national framework within which widespread lethal anti-drug operations occurred.

By the end of Duterte’s presidency, official government figures cited by Human Rights Watch said the Philippine National Police and Philippine Drug Enforcement Agency had killed 6,252 people in anti-drug operations from 1 July 2016 through 31 May 2022. Human Rights Watch cited the UN human-rights office’s calculation that the death toll was at least 8,663 and said the official total excluded people killed by unidentified gunmen; it also reported that domestic rights groups and the Commission on Human Rights said the real total could be as much as three times the UN figure. During April–July 2020 alone, government statistics analysed by Human Rights Watch recorded 155 police killings in anti-drug operations, compared with 103 in the preceding four months. In April 2026, ICC judges confirmed three counts of crimes against humanity of murder and attempted murder and committed Duterte to trial; he has not been convicted.
