In January 2005 Russia prepaid the remainder of its IMF obligations, closing a creditor file that had hung over the 1990s. Putin was president; the finance ministry executed the transfer.
Context
High oil prices and earlier fiscal reform made the prepayment possible. Kudrin’s ministry ran the numbers; the IMF confirmed receipt. Putin took political credit. He did not set the oil price.
The 2001 tax reform is a different date. WTO accession is a different protocol.
The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.
Why it matters
The path is public-debt sustainability: closing an IMF file is a completed creditor event. It is not a finding that later war spending was thereby funded.

What the sources establish
International Monetary Fund carries the official instrument or communique. Reuters records the same dated act independently.
Established: a January 2005 prepayment that the IMF recorded as closing Russia’s outstanding Fund credit.
Not established: a unique later sovereign-spread coefficient from the transfer hour, or that oil prices were a presidential instrument.
The finance ministry transferred. The IMF confirmed.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Russia prepays its remaining IMF debt, not a later speech about Russia prepays its remaining IMF debt.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to His government ordered the prepayment. The finance ministry transferred. The IMF confirmed. That limit is the alternative to treating office-holding as authorship of every later series.
