Context
Negotiations ran through the tandem. Ratification followed in the Duma and the US Senate. Medvedev signed; Obama signed; Putin as premier owned the security vertical. He did not hold the presidential seal that day.

The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.
Why it matters
The path is the same strategic-ceiling logic as SORT, with a later verification regime.

What the sources establish
President of Russia carries the official instrument or communique. Reuters records the same dated act independently.
Established: an 8 April 2010 Prague signature of New START by Medvedev and Obama while Putin was prime minister.
Not established: that Putin held the pen, or that later suspensions were this 2010 text.
Putin was premier of the security tandem. Obama signed for the United States.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Medvedev signs New START in Prague while Putin is prime minister, not a later speech about Medvedev signs New START in Prague while Putin is prime minister.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to Medvedev signed. Obama signed for the United States. That limit is the alternative to treating office-holding as authorship of every later series.
