Agricola 30–32 gives Calgacus a speech: Romans are raptores orbis; they make a solitude and call it peace; children are levied, wives polluted, land taken as grain. Tacitus marks it as ‘fertur’. He did not stand on the Graupian slope. The speech is a rights instrument in the file even though the battle that follows is Roman victory. Context
Like Thucydides’ Melian set-piece, this is a composed voice for the weaker side. Rights here means the public availability of an anti-imperial indictment in Latin. It does not undo Mons Graupius.
Why it matters
A school-canonical conquered speech is a rights path: the empire’s victims get Latin eloquence. High confidence on authorship of the reconstruction; low on historical Calgacus’s words.

He composed the speech ‘fertur’. Calgacus is a received Caledonian leader; no stenograph exists. Complex reconstruction, like a Melian Dialogue in reverse voice.

What the sources establish
Latin Library Agricola 30–32 is the public Latin. Livius independently discusses Tacitus’s British narrative and the speech as a famous set-piece. Perseus English carries it. No Caledonian oral transcript exists. Loeb is later.
Established: the speech as his 98 composition. Not established: a historical Calgacus matching the oration, or a unique levy table. Conventional publication year. Not a modern protest pamphlet.
Confidence is stated on the impact path, not hidden in adjectives. Mixed effects of Tacitus reconstructs Calgacus’s speech before Mons Graupius: robbery, slaughter, and a desert called peace are separate paths.
Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.
That reading is an impact-path choice, not a property stored on the Fact itself.
Shared responsibility is part of Tacitus reconstructs Calgacus’s speech before Mons Graupius: robbery, slaughter, and a desert called peace. Naming Tacitus does not delete co-authors, institutions, or later transmitters. The lag from 0098-01-01 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
