On 2 January 2020 the Grand National Assembly authorised deployment of Turkish forces to Libya at the UN-recognised GNA’s request. Erdoğan had pushed the motion.
Context
Turkey had signed maritime and security memoranda with the GNA in November 2019. The authorisation let trainers, officers, and later Syrian proxies deploy. Parliament voted; the presidency implemented. He did not sit in Tripoli.
The November 2019 MoUs are neighbouring earlier instruments. Afrin is a different theatre.
The president of Turkey is head of state and, since the 2017 executive-presidency reform, head of government. The Grand National Assembly writes statutes; the Official Gazette records decrees; courts, governors, and the armed forces implement. He does not write a European Council conclusion, an IMF programme, or a UN General Assembly resolution.
Why it matters
The path is humanitarian access in a civil war: a completed foreign deployment can both freeze a front and add combatants.

What the sources establish
Grand National Assembly of Turkey carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 2 January 2020 Assembly authorisation for Libya deployment, independently reported.
Not established: a unique later Libyan death coefficient from that vote, or that Turkey became the sole author of the civil war.
The Assembly authorised. The armed forces and allied fighters deployed.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Parliament authorises Turkish troop deployment to Libya, not a later speech about Parliament authorises Turkish troop deployment to Libya.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He requested and politically owned the motion. The Assembly authorised. That limit is the alternative to treating office-holding as authorship of every later series. The Grand National Assembly, the Official Gazette, governors, courts, and foreign counterparties share specific files. Allegation is not a completed judgment. A detention is not a conviction.
