AI Action Summit 2025

The two-day meeting focused on public-interest AI, work, innovation, safety and international governance amid competition over regulation and investment.

Report

The AI Action Summit opened in Paris on 10 February 2025, bringing together government leaders, international organizations, researchers, companies and civil-society groups. France and India co-chaired the meeting, which followed earlier safety summits in the United Kingdom and South Korea.

The agenda broadened from frontier-model risk to public-interest applications, work, innovation, infrastructure and global governance. Participants announced investment and collaborative initiatives, but side commitments by subsets of actors did not have the same status as an international treaty.

A declaration on inclusive and sustainable AI was endorsed by many countries. The United States and United Kingdom declined to sign, citing concerns including regulation and global governance language. Non-signature did not mean withdrawal from every area of AI cooperation.

Technology leaders promoted rapid deployment and infrastructure, while researchers and advocates raised safety, labour, environmental and concentration risks. A summit can set direction and networks but does not prove that principles are implemented after delegates leave.

French and summit records establish attendance and programme. This item records the opening, not every announcement over two days. It avoids presenting diplomatic consensus where significant governments differed, while recognizing that the meeting shifted international conversation toward both capability and public-interest deployment.

A public-interest AI platform and several investment programmes were discussed alongside the declaration. Each initiative had different participants, budgets and governance, so the summit's many announcements should not be summed into one fictional global fund.
