Covered platforms became responsible for taking reasonable steps to prevent children under 16 from holding accounts under a world-first national regime.

Report

Australia's social-media minimum-age obligation took effect on 10 December 2025 after a one-year implementation period. Covered platforms became responsible for taking reasonable steps to prevent people under sixteen from creating or retaining accounts.

The law placed duties and potential penalties on platforms rather than criminalizing children or parents. Services were designated according to statutory criteria and regulatory decisions, with exemptions for some messaging, gaming, health and education functions.

Age assurance can involve documents, estimation or third-party signals, raising privacy, accuracy and exclusion concerns. The law did not require every user to upload one specific government identity document, and platforms had to balance verification with data-protection duties.

Supporters argued the measure would reduce exposure to harmful design and content. Critics questioned evidence, impacts on vulnerable young people and whether users would migrate to less regulated services. Those predicted benefits and harms require evaluation after implementation.

The statutory timetable and regulator guidance establish the start. This item records the obligation rather than claiming perfect enforcement or that all online communication became unavailable to minors. It distinguishes account restrictions from a broader ban on children using the internet and leaves compliance findings to later audits.

The eSafety Commissioner could seek substantial civil penalties for systemic failure, not punish an isolated child for evading a control. Enforcement therefore turns on platform processes, testing and reasonable steps rather than a claim of zero under-age accounts.
