COP27 agrees to create loss-and-damage funding arrangements

United Nations Framework Convention on Climate Change

Parties decided to establish a fund and wider financing arrangements for vulnerable developing countries facing climate-related loss and damage.

Report

Countries at COP27 agreed on 20 November 2022 to establish new funding arrangements, including a dedicated fund, for responding to climate-related loss and damage in particularly vulnerable developing countries. The decision followed decades of demands from states facing impacts beyond what adaptation can prevent.

Loss and damage covers harms associated with climate change, including sudden disasters and slow-onset processes. The fund was not the same as mitigation finance for cutting emissions or adaptation finance for reducing future vulnerability, although all three are connected within climate policy.

The Sharm el-Sheikh decision created a transitional committee to recommend how the arrangements should operate, who should contribute and which countries should benefit. It did not fill the fund with a guaranteed amount on adoption day. Operational details and pledges were negotiated later.

The conference's broader cover decision did not call for a phase-out of all fossil fuels, disappointing many parties and observers. Progress on one finance issue should not be used to claim the meeting resolved the emissions gap. Likewise, creation of a fund did not establish legal liability or compensation for every historical loss.

UNFCCC records provide the exact decision. This event is the institutional breakthrough to create funding architecture, distinct from later capitalization and project delivery. The distinction allows the timeline to credit the negotiated change without reporting promised relief as though it had already reached affected communities.
