European Union formally opens accession talks with Ukraine and Moldova

Accession of Ukraine to the European Union

Separate intergovernmental conferences launched negotiations after both candidate countries met conditions for the next stage.

Report

The European Union formally opened accession negotiations with Ukraine and Moldova on 25 June 2024 through separate intergovernmental conferences in Luxembourg. The meetings adopted negotiating frameworks and began the institutional process for examining each country's alignment with EU law.

Both countries had received candidate status in 2022. Opening talks was a later unanimous decision after Commission assessments and reform steps. It did not make either country an EU member or establish a guaranteed completion date.

Negotiations cover clusters of legislation and policy, with benchmarks for opening and closing chapters. Judicial reform, fundamental rights, public administration and economic standards are central. Each candidate progresses on its own merits even when political decisions are announced together.

Ukraine's process continued during Russia's invasion, giving the event strong strategic symbolism. Security assistance and accession are nevertheless separate frameworks; negotiations do not create NATO-style defence guarantees. Moldova also faced distinct governance and external-pressure challenges.

EU and candidate government records establish the conferences and frameworks. This item records the formal opening, separate from later screening and chapter decisions. It avoids calling the event admission or treating reform commitments as already completed merely because negotiations became possible.

The accession methodology also allows negotiations to move backward if fundamental reforms deteriorate. Opening the process is therefore conditional and reversible in practice, not a one-directional promise insulated from later governance evidence.
