G7 price cap on seaborne Russian crude oil takes effect

A 60-dollar-per-barrel ceiling became a condition for access to participating countries' maritime services, alongside the EU embargo on Russian crude.

Report

A price cap on seaborne Russian crude oil took effect on 5 December 2022 through measures adopted by the Group of Seven, European Union and Australia. Participating jurisdictions prohibited key maritime services for Russian-origin oil sold above 60 US dollars per barrel.

The policy used the coalition's role in shipping insurance, finance and other services to pursue two objectives: maintain oil supply to world markets while reducing Russia's revenue from exports. It operated alongside an EU ban on most seaborne Russian crude, but buyers outside the coalition could continue purchasing under applicable rules.

The cap did not fix the global market price of oil or require Russia to sell every barrel at exactly 60 dollars. Compliance relied on documentation, attestations and enforcement across a complex supply chain. Shipping outside coalition services and growth of alternative fleets affected reach and risk.

Governments committed to review the level, and a separate cap for petroleum products followed later. Measuring success requires evidence about realized export prices, volumes, transport costs, tax revenue and evasion, not the announced threshold alone.

Treasury, EU and coalition guidance establish the effective date and service restrictions. This record captures the start of a novel sanctions mechanism. It does not treat every price discount as caused by the cap or assume that formal compliance rules eliminated circumvention from the first day. Enforcement findings are therefore a separate evidentiary layer.
