Accountability assessment
Asim Munir's significance is institutional rather than merely biographical. Pakistan's army has historically exercised political power far beyond conventional defence administration, so changes to the commander's authority alter the balance between elected institutions, courts and the security establishment.
The most consequential domestic criticism concerns the post-May-9 order. Munir publicly said proceedings against planners, instigators, abettors and perpetrators had begun under the Army Act and Official Secrets Act. The broader campaign against Imran Khan and PTI unfolded alongside arrests, military-court proceedings and allegations that the establishment was attempting to remove Khan from effective political competition. Those allegations remain contested, but the institutional asymmetry is established: the military leadership possessed coercive and judicial mechanisms unavailable to its civilian political opponents.
The later constitutional restructuring deepened that accountability question. Parliament approved changes expanding the army chief's authority and creating the Chief of Defence Forces position; Munir was subsequently appointed to that post while remaining army chief. This does not by itself prove personal authorship of every constitutional provision. It does establish that he became the principal institutional beneficiary of a restructuring criticized for concentrating military power and weakening judicial checks.
Regionally, the Makkah defence framework adds a separate risk channel. The pact binds Pakistan more closely to Saudi and Turkish security calculations. As Yemen fighting intensified in 2026, reporting identified Munir as one of the Pakistani decision-makers facing pressure over how the mutual-defence commitment would work in practice. Factrail does not treat that possibility as a completed Pakistani intervention in Yemen. It records the signed alliance and subsequent operationalization as an escalation-risk mechanism.
The dossier therefore separates established acts from interpretation: command appointments and signed defence arrangements are established; the democratic and escalation consequences are analytical impacts whose strength must remain tied to evidence.
