Burhan SAF civil war

Burhan SAF civil war is one continuing domestic mechanism in Sudan: the army chief who on 25 October 2021 dissolved the civilian-military Sovereignty Council and detained Prime Minister Abdalla Hamdok, then on 15 April 2023 commanded the Sudanese Armed Forces in open war against the Rapid Support Forces. It is a mechanism, not a reluctant-restorer brochure and not a Soviet-scope repression row. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading.

What this driver is

Burhan SAF civil war is one continuing domestic mechanism in Sudan: the army chief who on 25 October 2021 dissolved the civilian-military Sovereignty Council and detained Prime Minister Abdalla Hamdok, then on 15 April 2023 commanded the Sudanese Armed Forces in open war against the Rapid Support Forces. It is a mechanism, not a reluctant-restorer brochure and not a Soviet-scope repression row.

The driver is not a unique Khartoum or El Fasher death census invented here, not Ukraine, not Nagorno-Karabakh, and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space, capacity for peaceful transfer of power — can move with this file or against it. They do not replace it. Mohamed Hamdan Dagalo (Hemedti) is a later WAVE F TARGET. This node is 25 October 2021, the November 2021 live-fire response to anti-coup protests, and 15 April 2023.

It applies to Sudan from the 25 October 2021 televised dissolution through SAF command in the 2023– war. It is not proxy-war-intensity (1919–50) and not territorial-revisionism. It is not sisi-post-2013-military-presidency.

The legal core is the 25 October 2021 television announcement dissolving the council and cabinet; Human Rights Watch’s 17 November 2021 lethal-force product; and the 15 April 2023 outbreak recorded by Reuters and the BBC. A speech that calls the war a defence of the state does not change the mechanism.

Mechanism

The file moves welfare through named channels.

First, the 2021 coup. On 25 October 2021 Burhan announced on television that he was dissolving the Sovereign Council and the Hamdok cabinet, declaring a state of emergency, and detaining civilian leaders weeks before he was due to hand the council chair to a civilian. Hamdok is unresolved. This page does not invent a unique 25 October death integer.

Second, civic freeze after the coup. Human Rights Watch recorded sixteen people shot dead on 17 November 2021, including a woman and a child, during anti-coup protests in and around Khartoum, with autopsies showing head and chest wounds. Burhan had denied army involvement in earlier killings. This page does not invent a unique November integer beyond that HRW product.

Third, SAF–RSF war. On 15 April 2023 fighting erupted in Khartoum between SAF units loyal to Burhan and RSF units loyal to Hemedti. Reuters recorded doctors’ groups and contested first-shot claims. Burhan told Al Jazeera the RSF should withdraw. Hemedti called him a criminal.

Fourth, command. He is commander-in-chief of SAF and chairman of the reconstituted Sovereignty Council. Sharing the 2019 TMC with Hemedti is not a reason to drop 25 October 2021. The 3 June file stays neighbouring.

Timing is hours for a televised dissolution and years for a war that still runs. A later genuine civilian handover would be a new fact. It would not hang this driver on Glavlit, Ukraine, Karabakh, or a unique famine stock invented here.

Evidence base

The best evidence is the 25 October 2021 television announcement, the November 2021 HRW lethal-force product, and the 15 April 2023 Reuters/BBC outbreak products.

AP, 25 October 2021. Reuters, 26 October 2021 (https://www.reuters.com/world/africa/general-who-led-sudanese-coup-2021-10-26/ (opens in a new tab)). Al Jazeera, 26 October 2021. Human Rights Watch, 23 November 2021 (https://www.hrw.org/news/2021/11/23/sudan-security-forces-use-lethal-force-protesters (opens in a new tab)). Reuters, 15 April 2023 (https://www.reuters.com/world/africa/heavy-gunfire-heard-south-sudanese-capital-khartoum-witnesses-2023-04-15/ (opens in a new tab)). BBC, 15–16 April 2023.

This page does not invent a unique war-death integer or copy IPC’s 21.2 million as Contribution.size. They disagree across days.

Evidence is strongest for the televised dissolution, the HRW 17 November product, and the 15 April outbreak. It is weaker for any unique first-morning casualty. It is weakest where a state-defence slogan is asked to rebate 25 October 2021.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability series.

  • Having a say in government: direction lower voice when a general dissolves a civilian cabinet weeks before a scheduled civilian chair, answers protests with live fire, and commands an army in a capital war. Horizon: a reporting year. Confidence: high for the dated television and HRW instruments.

An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative: strengthening SAF civil-war command reduces a higher-is-better say-in-government reading. That is the opposite of treating 15 April 2023 as a security correction.

Interactions and contested points

The mechanism interacts with electoral integrity because the 2021 coup cancelled the scheduled civilian chair and the promised 2023 election did not occur on that clock. Offsetting is the claim that RSF aggression rebates the coup. RSF conduct is Hemedti’s later owned driver. It does not cancel 25 October 2021.

The strongest competing view is that 15 April was purely RSF-initiated. Reuters recorded that mediators could not establish who fired first. This page stores the outbreak and Burhan’s SAF command. It does not invent a unique first-shot size.

A second competing view is that this is ukraine-war because of later alleged foreign involvement. It is not. Evening waves never mint ukraine-war.

Established: 25 October 2021 televised dissolution; 17 November 2021 HRW lethal-force product; 15 April 2023 outbreak. Not established: a unique war census, a unique extra-judicial-execution conviction, or minted pages for Hamdok or Hemedti. A later genuine civilian contest would be a new fact. It would not rename this driver as restoration.
