Sisi post-2013 military presidency

It is a mechanism, not a Suez-brochure and not a Soviet-scope repression row. Its strongest welfare pathway: it weakens Having a say in government, a worse welfare reading. The most recent of its 4 recorded facts is “NEA declares Sisi winner with 89.6 percent; no serious challenger on the ballot” (18 December 2023).

What this driver is

It is a mechanism, not a Suez-brochure and not a Soviet-scope repression row.

The driver is not the 2011 uprising as a second name on this page. It is not Ukraine and not eastern Congo. Neighbouring mechanisms — electoral integrity, civic space — can move with this file or against it. They do not replace it. A New Administrative Capital pour is not this node. This node is the 3 July 2013 ouster, Rab’a, the 2019 term-clock reset, and the 2023 89.6 percent return.

It applies to Egypt from the 2013 army intervention through the 2023 certification. It is not proxy-war-intensity (1919–50) and not territorial-revisionism.

The legal core is the army’s 3 July 2013 televised statement, the Rab’a dispersal as recorded by HRW and by Egyptian official counts that disagree with HRW, the April 2019 referendum on the amended constitution, and NEA Decision 39 of 2023 as published in the Official Gazette. A megaproject speech does not change the mechanism.

Mechanism

The file moves welfare through named channels.

First, a military removal. On 3 July 2013, then-Defence Minister Abdel Fattah el-Sisi announced Morsi’s removal on television. Morsi is named in prose. He is not minted. The contribution records a completed ouster, not a unique 2013 street-death integer from that hour.

Second, a planned lethal dispersal. On 14 August 2013 security forces cleared the Rab’a al-Adawiya sit-in. Human Rights Watch identified 817 dead at Rab’a and said the true total is more likely at least 1,000; it named Sisi, then defence minister and deputy prime minister for security, in the chain of command. Egypt’s National Council for Human Rights cited 624 civilians; the Health Ministry’s contemporaneous count sat lower. Prime Minister Hazem al-Beblawy later told Al-Masry Al-Youm the Rab’a and al-Nahda dead were “close to 1,000.” This page quotes those instruments.

Third, a term-clock reset. The April 2019 referendum, as the National Election Authority recorded, approved amendments that extend presidential terms to six years, extend Sisi’s then-current term, and allow a further term toward 2030. Turnout was recorded at 44.3 percent; yes votes at 88.8 percent.

Fourth, a closed certification. On 18 December 2023 the NEA declared 39,702,451 votes (89.6 percent) after the 10–12 December poll, with turnout 66.8 percent. Serious challengers did not reach the ballot.

Fifth, command. He was defence minister in 2013 and is now commander-in-chief. Sharing execution with the Interior Ministry is not a reason to drop 14 August 2013. It is a reason not to write that he personally fired.

Timing is hours for a dispersal and years for a term reset. A later genuine contest would be a new fact. It would not hang this driver on Glavlit, Ukraine, or a Suez GDP coefficient.

Evidence base

The best evidence is the army statement, the HRW Rab’a investigation, the NEA referendum and 2023 returns, and contemporaneous wires.

Human Rights Watch, 12 August 2014, “All According to Plan” (https://www.hrw.org/report/2014/08/12/all-according-plan/raba-massacre-and-mass-killings-protesters-egypt (opens in a new tab)). Reuters, 18 December 2023, on the 89.6 percent NEA return (https://www.reuters.com/world/africa/results-due-egypt-election-with-sisi-expected-sweep-third-term-2023-12-18/ (opens in a new tab)). BBC, 24 April 2019, on the 88.8 percent referendum (https://www.bbc.co.uk/news/world-middle-east-48035512 (opens in a new tab)). Official Gazette publication of NEA Decision 39 of 2023 as recorded by Cairo 24.

Evidence is strongest for a televised ouster, an NEA percentage, and HRW’s identified 817. It is weaker for any unique first-day death coefficient between 595 and “more than 1,000.” It is weakest where a Suez channel is asked to rebate Rab’a.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into voice-and-accountability series.

  • Having a say in government: direction lower voice when a sit-in is cleared with live fire and 89.6 percent returns are certified against no serious challenger. Horizon: a reporting year. Confidence: high for the dated HRW and NEA products.

An electricity-access or PISA path does not follow without a sourced channel. Education, CPI, and WJP padding are not this family.

The welfare sign of the driver on voice is negative: strengthening the post-2013 military presidency reduces a higher-is-better say-in-government reading. That is the opposite of treating a megaproject as a democratic dawn.

Interactions and contested points

The mechanism interacts with electoral integrity and civic space when those instruments share a date with this presidency. Offsetting is the claim that Morsi’s removal, a Suez expansion, or Takaful transfers rebate 14 August 2013. They do not cancel Rab’a.

The strongest competing view is that protesters were armed and that official counts near 600 are the census. HRW identified 817 and said more than 1,000 is more likely. NCHR and Health Ministry printed lower figures. This page stores the disagreement.

A second competing view is that this is Soviet state-repression or Ukraine. It is not. Those are different centuries or a different war.

Established: 3 July 2013 ouster; 14 August 2013 dispersal as a completed mass killing recorded by HRW; 2019 term reset; 2023 89.6 percent. It would not rename this driver as a stability success.
