Net harmfulFormula-derived score

The through-line is RSF war command: the 3 June 2019 Khartoum sit-in dispersal as recorded by Human Rights Watch, the 15 April 2023 war against SAF, and the El Fasher siege from May 2024 through the late-October 2025 capture — not a tribal mediator. Still RSF commander at apply. The largest negative contribution to the formula-derived score is “RSF–SAF fighting erupts in Khartoum under Hemedti’s RSF command” (2023).

Editorial assessment (context, not the score)

The heaviest documented costs sit on three clusters, not on a personality adjective.

First, 3 June 2019. Human Rights Watch recorded RSF-led forces opening fire on the Khartoum sit-in. Doctors’ groups and later HRW research put the 3–18 June toll above 120. The TMC ministry acknowledged 61 on 3 June. Those tallies are contested. This page does not invent a unique integer.

Second, 15 April 2023. RSF units under his command fought SAF in Khartoum. Abdel Fattah al-Burhan already has a public page. First-shot claims are contested.

Third, El Fasher. OHCHR recorded an RSF siege from May 2024 and a 24–30 October 2025 offensive and capture. HRW interviewed refugees in eastern Chad. IPC later confirmed famine in the town. This page does not invent a unique October 2025 integer.

This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Mohamed Hamdan Dagalo has commanded Sudan’s Rapid Support Forces since 2013. He remains commander. He does not write an OHCHR note. Omar al-Bashir is named in prose as the president who created RSF from former Janjaweed groups. He is not minted.

The sit-in file is dated. On 3 June 2019, Human Rights Watch recorded, RSF-led forces opened fire on the Khartoum sit-in, killing scores (HRW, 4 June 2019 (opens in a new tab)). A TMC health-ministry figure of 61 on 3 June is a neighbouring official tally. Those instruments disagree. This page does not invent a unique integer. Abdel Fattah al-Burhan chaired the TMC and already has a public page.

The war file is dated. On 15 April 2023 fighting erupted in Khartoum between RSF and SAF (Reuters (opens in a new tab); BBC (opens in a new tab)). Hemedti called Burhan a criminal. First-shot claims are contested.

The El Fasher file is an OHCHR and HRW product. From May 2024 RSF imposed a siege. On 24–30 October 2025 OHCHR documented a final offensive and capture (OHCHR (opens in a new tab)). Human Rights Watch interviewed refugees who fled to eastern Chad (HRW, 5 February 2026 (opens in a new tab)). IPC later confirmed famine in El Fasher town (Reuters, 3 November 2025 (opens in a new tab)). This page does not invent a unique October 2025 integer or copy interview tallies as a size. Gold-mining companies tied to the Dagalo family are neighbouring resource-war files. They are not a unique export coefficient here.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are not this assignment’s through-line. A 2019 Port Sudan local deal is neighbouring. It is not a rebate of 3 June 2019.

Contributions and limits of responsibility

He commanded RSF on 3 June 2019, on 15 April 2023, and through the El Fasher siege. Sharing TMC membership with Burhan is not a reason to drop 3 June 2019.

Causal chain through facts

The 2019 dispersal strengthens the owned RSF-war driver and weakens civic space. The 2023 outbreak and the El Fasher capture strengthen the owned driver.

What the score does not say

This page does not promise an exact massacre census or a completed ICC judgment. Direction on this chain is negative: the documented instruments are an RSF-led sit-in dispersal, a capital war, and a starved then captured city. A later genuine civilian contest would be a different fact with a different date.
