On 20 February 2025 the Electricity Infrastructure Legislation Amendment Act 2025 received Royal Assent as Act No. 13 of 2025. Schedule 2 inserted a Capacity Investment Scheme program into the Climate Change Act 2022, requiring arrangements that result, by the end of 2030, in at least 23 GW of renewable generation and 9 GW of clean dispatchable capacity. Later uplifts to 40 GW sat as children.

What the sources establish
Federal Register of Legislation carries the official instrument or communique. DCCEEW records the same dated act independently.
Established: 20 February 2025 Royal Assent writing 23 GW / 9 GW into the Climate Change Act, independently placed on the departmental record.
Not established: that 23 GW was thereby already built that Thursday, or a unique later wholesale-price coefficient.
The Governor-General assented. He led Cabinet. Bowen administered. AEMO and CEFC share auctions.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies The Capacity Investment Scheme is written into the Climate Change Act, not a later speech about The Capacity Investment Scheme is written into the Climate Change Act.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to Parliament passed. The Governor-General assented. He led Cabinet. Bowen administered. AEMO and CEFC share auctions. That limit is the alternative to treating office-holding as authorship of every later series.
