On 25 January 2024 Albanese, with Treasurer Jim Chalmers, announced that Labor would rewrite the Stage 3 personal-income-tax cuts it had promised to keep. The 19 percent rate would fall to 16 percent; higher-income benefit would shrink. Parliament later enrolled the Treasury Laws Amendment (Cost of Living Tax Cuts) Act 2024, assented 5 March 2024.
Context
Morrison-era Stage 3 sat as parent statute. Neighbouring CPI peak is parent cost-of-living weather. He did not sit as the ATO.
CPI December 2022 is parent weather. HAFF is a neighbour fiscal file.
The Prime Minister of Australia chairs Cabinet and advises the Governor-General. Parliament enacts; the Governor-General assents. He does not write a High Court judgment, a state housing approval, or a US AUKUS submarine yard print.
Why it matters
The path is democratic resilience and fiscal-policy sustainability: a completed rewrite of a legislated, promised tax schedule.

What the sources establish

Established: 25 January 2024 announcement and later enrolled Act, independently reported.
Not established: a unique later CPI coefficient from that Thursday, or that every lower-income taxpayer was thereby uniquely made whole.
Chalmers designed. Parliament later passed. Morrison’s original Stage 3 sat as parent statute.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Albanese announces a rewrite of the legislated Stage 3 tax cuts, not a later speech about Albanese announces a rewrite of the legislated Stage 3 tax cuts.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He announced. Chalmers designed. Parliament later passed.
