On 29 September 1949 the First Plenary Session of the Chinese People’s Political Consultative Conference adopted the Common Program: a provisional constitutional charter for the new state, listing rights, a new political consultative structure, and CCP leadership of a people’s democratic dictatorship. Mao Zedong addressed the session as the party’s chairman. This is not the Tiananmen proclamation of the next day.

Context

The civil war was ending in the Han heartland. Some minor parties were invited. The document promised freedoms that later campaigns suspended. Zhou Enlai was a principal drafter. The 1954 Constitution replaced it.

That reading is an impact-path choice, not a property stored on the Fact itself.

Why it matters

Weight is bounded because the same text encoded party monopoly. Later 1957 and 1966 Facts show how far the promises ran.

Shared responsibility is part of The CPPCC adopts the Common Program as the PRC’s provisional constitution. Naming Mao Zedong does not delete co-authors, institutions, or later transmitters. The lag from 1949-09-29 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.
