On 20 September 1954 the First National People’s Congress adopted the Constitution of the People’s Republic of China: a written text of state organs, citizens’ rights, and socialist public property, with Mao listed among the leading offices of the new constitutional order. Liu Shaoqi delivered the drafting report. This is a constitutional instrument, not a competitive election.

Context

The Common Program was replaced. Soviet constitutional forms were the template. Rights clauses coexisted with CCP leadership. The Anti-Rightist Campaign and the Cultural Revolution later showed the text did not bind the leader. That failure is other Facts, not a reason to deny that a constitution was adopted.

Later competitions, monuments, translations, UNESCO listings, museums, and adaptations are not converted into extra lifetime acts.

What the sources establish

The 1954 Constitution is published as a dated text on Constitute. Britannica independently describes the PRC constitutional sequence. NPC stenography is not reproduced here in full.

Established: the NPC adopted a constitution on 20 September 1954 under Mao’s chairmanship of the party-state. Not established: that citizens could enforce the rights clauses against the CCP.

Shared responsibility is part of The First National People’s Congress adopts the 1954 Constitution. Naming Mao Zedong does not delete co-authors, institutions, or later transmitters. The lag from 1954-09-20 to any measured indicator is not treated as zero. Alternative explanations — weather, other armies, later statutes, or independent cultural change — remain live where the sources do not close them.

That reading is an impact-path choice, not a property stored on the Fact itself.
