Context

Petro had taken the oath on 7 August 2022. The ELN table was authorised in November. Neighbouring 21 November 2022 Caracas installation is a child. He did not sit as every negotiator.

Law 2272 is the parent of Decree 1117. Keep Colombia enacts Law 2272 defining Total Peace as state policy on 2022-11-04 separate from neighbouring Law 2272, Decree 1117, the 3 August 2024 ELN ceasefire expiry, the 17 January 2025 talk suspension, Decree 62 of 24 January 2025, and the 7 August 2026 handover.

The president of Colombia is head of state, head of government, and commander-in-chief. He can sanction a Total Peace statute, decree a bilateral ceasefire, and declare conmoción interior. He does not sit as an ELN front commander, a Senate committee teller, a CNE precinct printer, or a Venezuelan border clerk.
