On 5 August 2019 the President of India issued Constitution Order 272, applying the Indian Constitution to Jammu and Kashmir and, with a Rajya Sabha recommendation, ending the state’s special status as then applied under Article 370.
Context
Amit Shah moved the resolution. The state was under President’s Rule. Modi is the prime minister who owned the Union decision. He did not sit as every CRPF unit.
The J&K Reorganisation Act of 9 August 2019 is a neighbouring later statute. Communications restrictions are neighbouring same-week instruments.
The Prime Minister of India is head of the Union Council of Ministers. Parliament writes statutes; the President assents; states and Union ministries implement; the Supreme Court can strike a scheme down. A prime minister can announce demonetisation, drive a bill, and take an oath. He does not write a UNFCCC depositary record, an ISRO telemetry file, or a Supreme Court judgment by himself.
Why it matters
The path is democratic resilience and minority rights: a completed unilateral change of a federated state’s status, without an elected state legislature sitting, is a dated constitutional-and-rights instrument.

What the sources establish
Press Information Bureau of India carries the official instrument or communique. Reuters records the same dated act independently.
Established: a 5 August 2019 presidential order and Rajya Sabha process ending J&K’s special status as then applied.
Not established: a unique later insurgency coefficient from that day, or that Article 370’s original 1949 text was identical to 2019 practice.
The President issued the order. Security forces implemented restrictions stored separately.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Presidential order ends Jammu and Kashmir’s special status under Article 370 as then applied, not a later speech about Presidential order ends Jammu and Kashmir’s special status under Article 370 as then applied.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to His government advised the President and moved the House. The President issued the order. That limit is the alternative to treating office-holding as authorship of every later series. The Lok Sabha, Rajya Sabha, the President, the Reserve Bank, state governments, the Election Commission, and foreign counterparties share specific files. Allegation is not a completed judgment. A Supreme Court striking-down is not a criminal conviction. A scheme notification is not a unique rupee coefficient. A UN pledge is not a delivered emissions path.
