On 19 March 2024 President Ruto assented to the Affordable Housing Act, 2024, creating a dedicated legal framework for the housing levy after the High Court had struck the Finance Act 2023 levy for lack of a proper statute. Deductions resumed under the new Act.
Context
Parliament passed the bill after the court. He signed it. KRA remained the collector. A dedicated Act answers a court; it does not erase the earlier payroll shock. He did not personally pour concrete.
The 2023 Finance Act and the August 2023 KRA notice are earlier instruments. Later T-bill parking of levy cash is lag.
The president of Kenya is head of state and government under Article 131, commander-in-chief, and assents to bills Parliament has passed. He does not write IEBC gazette notices, Supreme Court judgments, UN Security Council resolutions, or IMF board decisions.
Why it matters
The path is again household purchasing power: restating the levy after a court loss puts the deduction back on a statute.

What the sources establish
Kenya Law carries the official instrument or communique. Daily Nation records the same dated act independently.
Established: a March 2024 presidential assent to a dedicated Affordable Housing Act restating the levy, independently reported.
Not established: a unique completed-unit census from assent day.
KRA collects. Contractors build later.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Ruto assents to the Affordable Housing Act 2024 restating the housing levy, not a later speech about Ruto assents to the Affordable Housing Act 2024 restating the housing levy.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He assented after Parliament passed the restatement. KRA collects. Contractors build later. That limit is the alternative to treating office-holding as authorship of every later series.
