On 6 September 2023 African heads of state gathered in Nairobi adopted the African Leaders Nairobi Declaration on Climate Change and Call to Action, hosted by President Ruto. The text called for climate-finance reform, a carbon-tax conversation, and green industrialisation.
Context
Kenya hosted. Ruto chaired CAHOSCC. Guterres, von der Leyen’s Commission, and Gulf partners attended. He did not write other parties’ NDCs. Pledges announced at the summit are neighbouring if separately dated.
COP28 in Dubai is a later instrument. Domestic geothermal policy is a different file.
The president of Kenya is head of state and government under Article 131, commander-in-chief, and assents to bills Parliament has passed. He does not write IEBC gazette notices, Supreme Court judgments, UN Security Council resolutions, or IMF board decisions.
Why it matters
The path is decarbonization-policy coverage and climate-finance voice: a completed African climate text hosted in Nairobi is a diplomatic instrument, not a Kenyan emissions inventory.

What the sources establish
United Nations Economic Commission for Africa carries the official instrument or communique. Associated Press records the same dated act independently.
Established: a 6 September 2023 Nairobi Declaration adopted at a summit Kenya hosted, independently reported.
Not established: a unique Kenyan CO2 coefficient from that week, or that the $100 billion climate-finance promise was thereby paid.
Other African principals signed. Partners pledged separately.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies African leaders adopt the Nairobi Declaration at the Africa Climate Summit, not a later speech about African leaders adopt the Nairobi Declaration at the Africa Climate Summit.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He hosted and politically owned the summit and the declaration. Other African principals signed. Partners pledged separately. That limit is the alternative to treating office-holding as authorship of every later series.
