On 15 August 2022 IEBC chair Wafula Chebukati declared William Samoei Ruto president-elect after the 9 August general election, with 50.49 percent of the presidential vote against Raila Odinga’s 48.85 percent. Four of seven commissioners immediately disowned the final verification.
Context
Ruto was the Kenya Kwanza candidate and outgoing deputy president. Chebukati issued Gazette Notice 9773 the next day. Odinga’s camp alleged hacking and form substitution. The Supreme Court later heard those claims. He did not write the gazette. He did not sit as an IEBC commissioner.
The president of Kenya is head of state and government under Article 131, commander-in-chief, and assents to bills Parliament has passed. He does not write IEBC gazette notices, Supreme Court judgments, UN Security Council resolutions, or IMF board decisions.
Why it matters

What the sources establish
Independent Electoral and Boundaries Commission carries the official instrument or communique. BBC records the same dated act independently.
Established: a 15 August 2022 IEBC chair declaration that Ruto met the constitutional threshold, contemporaneously gazetted and independently reported.
Not established: that the four dissenting commissioners were wrong as a matter of completed forensic proof that night, or a unique later GDP coefficient from the announcement.
Chebukati declared. Four commissioners dissented. The court still had to sit.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies IEBC chair declares William Ruto president-elect of Kenya, not a later speech about IEBC chair declares William Ruto president-elect of Kenya.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He was the winning candidate. Chebukati declared. Four commissioners dissented. The court still had to sit. That limit is the alternative to treating office-holding as authorship of every later series.
