On 19 October 2023 President Ruto assented to the Social Health Insurance Act (No. 16 of 2023) and companion health statutes, creating the Social Health Authority and funds intended to replace NHIF.

Context

Parliament passed the bills. He signed them at a UHC event. Counties still run most facilities. Courts later heard constitutionality challenges; a Court of Appeal stay later allowed operationalisation. He did not personally register every contributor.

The 1 October 2024 SHA cutover and its disruption are a different date.

The president of Kenya is head of state and government under Article 131, commander-in-chief, and assents to bills Parliament has passed. He does not write IEBC gazette notices, Supreme Court judgments, UN Security Council resolutions, or IMF board decisions.

Why it matters

The path is health-system capacity: a completed UHC statute is an attempted expansion of pooled cover. Implementation chaos belongs on the cutover row, not here as a second copy.

What the sources establish

Kenya Law carries the official instrument or communique. Kenya Broadcasting Corporation records the same dated act independently.

Established: a 19 October 2023 presidential assent to the Social Health Insurance Act, gazetted and independently reported.

Not established: that every Kenyan was thereby covered that day, or a unique later mortality coefficient.

Parliament passed the bills. The Ministry of Health and SHA still had to operationalise.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Ruto assents to the Social Health Insurance Act 2023, not a later speech about Ruto assents to the Social Health Insurance Act 2023.

Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He assented. Parliament passed the bills. That limit is the alternative to treating office-holding as authorship of every later series.
