On 1 September 2026 Nicaragua’s National Assembly, sitting in León, approved on first legislature a constitutional reform extending popularly elected terms from six to seven years, postponing the next presidential contest, and writing into the constitution a ban on candidacies for people the co-presidency treats as linked to coup attempts, foreign financing, international sanctions, or treason. Reuters and El País recorded the same-week vote. Murillo announced that the second reading would start on 18 January 2027. It is not entry into force.
Context
Ortega’s 19 July 2026 ‘no more elections’ speech sat as parent weather. The 2025 co-presidency sat as parent statute. Gustavo Porras chaired. He remains unresolved. She did not sit as every deputy.
30 January 2025 co-presidency is the parent statute. 18 January 2027 second reading, if it occurs, would be a child. Keep Assembly approves on first legislature a seven-year term and an opposition veto on 2026-09-01 separate from neighbouring 7 November 2021 CSE night, 6 April 2022 Law 1115, 19 August 2024 Acuerdo 38, 30 January 2025 co-presidency reform, and 1 September 2026 first-reading seven-year vote.
The co-president of Nicaragua is head of state and, under the 2025 text, coordinates other organs and sits as supreme command of the army, police and Interior. She can announce constitutional reforms and midday communiqués. She does not sit as a CSE teller, a Managua trial judge, or every Interior clerk who stamps an NGO cancellation.
Why it matters
The path is capacity for peaceful transfer and co-rulership: a completed first reading that stretches terms and writes an opposition veto, remaining second-legislature entry into force as a child.

What the sources establish
National Assembly of Nicaragua carries the official instrument or communique. Reuters records the same dated act independently.
Established: The Assembly approved the seven-year and opposition-veto text on first legislature on 1 September 2026; she announced the 18 January 2027 second reading.
Not established: That the first reading is already in force, or a unique later turnout coefficient from a contest that was postponed.
Porras chaired. She announced the second-reading calendar as co-president.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Assembly approves on first legislature a seven-year term and an opposition veto, not a later speech about Assembly approves on first legislature a seven-year term and an opposition veto.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to The FSLN Assembly voted. Porras chaired. That limit is the alternative to treating office-holding as authorship of every later series.
