Net harmfulFormula-derived score

The through-line is family autocracy: the 2021 jailed-opposition CSE night, the 9 February 2023 expulsion of 222 prisoners with denationalisation, Bishop Álvarez’s 26-year sentence then Vatican exile, and a co-presidency with Rosario Murillo. A living ruler is scored on those instruments, not as a Sandinista nostalgia file. The largest negative contribution to the formula-derived score is “Nicaragua flies 222 prisoners to the United States and strips nationality” (2023).

Editorial assessment (context, not the score)

The heaviest documented costs sit on exile-as-release and a co-presidency, not on a personality adjective.

First, a jailed-opposition CSE night. On 7 November 2021 CSE announced an Ortega–Murillo win. Potential rivals had been detained. OAS and EU did not treat it as a completed competitive contest. Electoral integrity is the path.

Second, denationalisation. On 9 February 2023 222 prisoners were flown to the United States, stripped of nationality, and had property seized. Bishop Álvarez refused the plane and was sentenced the next day to 26 years as a traitor. GHREN later counted 452 court-ordered nationality deprivations since that February. Quote the Group.

Third, church exile. On 14 January 2024 Managua announced coordination with the Holy See to send Álvarez, Bishop Mora, 15 priests and two seminarians to Rome. Vatican News recorded them as guests. That is a completed expulsion.

Fourth, co-presidency. On 30 January 2025 the National Assembly gave final approval to reforms creating co-presidents, a six-year term, and executive coordination of legislative, judicial and electoral organs. In force 18 February 2025. Murillo remains unresolved. A July 2026 “no more elections” speech is neighbouring recorded speech, not stored here as a unique later statute.

Confidence is high on Reuters/AP same-week wires, GHREN’s 452, and the Assembly vote, and medium where 2018 protest deaths sit between IACHR and later compilations. This page does not invent 2018 body-counts. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Daniel Ortega has been president of Nicaragua since 10 January 2007 and co-president with Rosario Murillo since the 2025 reform. As of September 2026 he remains in office. Murillo is named as an unresolved person candidate. This run does not mint a page for her.

He is not a Sandinista saint. On 7 November 2021 CSE announced a win after opposition candidates were jailed.

On 9 February 2023 the government flew 222 prisoners to the United States and stripped nationality (Reuters, 9 February 2023 (opens in a new tab)). Bishop Rolando Álvarez refused that flight. On 10 February a Managua court sentenced him to 26 years, declared him a traitor, and stripped nationality. GHREN’s 23 September 2025 report documented 452 court-ordered nationality deprivations since February 2023 (GHREN PDF (opens in a new tab)). Quote 452 as GHREN.

On 14 January 2024 Managua announced that Álvarez, Bishop Isidoro Mora, 15 priests and two seminarians would travel to the Vatican after coordination with the Holy See (Reuters, 14 January 2024 (opens in a new tab); AP (opens in a new tab)). Vatican News recorded them as guests. Álvarez remains an unresolved person candidate.

On 30 January 2025 the National Assembly gave final approval to constitutional reforms creating co-presidents, extending the term to six years, and empowering the executive to coordinate other organs (Reuters, 30 January 2025 (opens in a new tab); AP (opens in a new tab)). In force 18 February 2025. A July 2026 speech that there would be “no more elections” is neighbouring recorded speech.

2018 protest deaths are a parent wave. IACHR and GIEI printed findings. This page does not invent a unique 2018 body-count as Contribution.size.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated and are mostly a different decade. 1980s literacy and vaccination campaigns are neighbouring historical instruments, not a rebate of 9 February 2023. A 222 “release” that is an expulsion is not an amnesty.

Contributions and limits of responsibility

He is co-president. Assembly votes and expulsion communiqués are Ortega-dated. Sharing a household with Murillo is not a reason to drop those rows. It is a reason not to mint her. Sharing a recognition neighbourhood with Maduro is not a reason to hang Venezuelan CNE nights as his.

Causal chain through facts

7 November 2021 weakens electoral integrity. 9 February 2023 and 14 January 2024 weaken civic space and strengthen family autocracy. 30 January 2025 weakens capacity for peaceful transfer. None hang on territorial-revisionism, ukraine-war, or Soviet-scope rows.

What the score does not say

This page does not promise an exact number. Direction is negative: denationalisation-as-exile, church expulsion, co-presidency. Rosario Murillo, Rolando Álvarez, and Dora María Téllez remain names on this file, not invented biographies.
