Context
Boris Nadezhdin was refused registration; Alexei Navalny was dead in a colony a month earlier; independent observation was constrained. Putin ran; the CEC counted; regional commissions administered. He did not print every protocol by hand.
The 2020 constitution reset made the run legally available. Navalny’s death is a different date.
The president of the Russian Federation is commander-in-chief and can issue decrees, sign statutes the Federal Assembly has passed, and represent the state abroad. He does not write UN General Assembly resolutions, ICC warrants, or European Council conclusions.

What the sources establish
Central Election Commission of the Russian Federation carries the official instrument or communique. Reuters records the same dated act independently.
Established: a CEC resolution of 21 March 2024 (No. 163/1291-8) declaring Putin elected with 87.28% after voting on 15–17 March 2024.
Not established: that independent observers validated the count, or that the barred candidates would have won.
The CEC declared it. Courts and the interior ministry had already shaped the candidate field.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Russia’s central election commission declares Putin the winner of the 2024 presidential vote, not a later speech about Russia’s central election commission declares Putin the winner of the 2024 presidential vote.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor decree exists, it needs its own date and its own row. The contribution described on this Person row is limited to He ran and accepted the result. The CEC declared it. That limit is the alternative to treating office-holding as authorship of every later series.
