On 27 October 2025 the Renters’ Rights Act 2025 received royal assent. The Act abolishes section 21 no-fault evictions in England, ends fixed-term assured shorthold tenancies, and extends decent-homes and Awaab’s Law duties toward the private rented sector.
Context
Angela Rayner introduced the Bill in September 2024. Housing ministers carried it through ping-pong. Starmer called it manifesto delivery. Landlords remain private counterparties. Courts still hear possession claims on specified grounds. A prior Conservative Renters (Reform) Bill had died in wash-up; this is a Labour statute, not that corpse. Local authorities gain enforcement powers with lag.
Introduction in September 2024 and the May 2026 commencement of main tenancy reforms are neighbouring dates.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is household security: ending no-fault eviction is a completed tenure-security instrument for about eleven million private renters in England, with staged commencement.

Established: royal assent on 27 October 2025 for a statute abolishing section 21 no-fault evictions in England.
Not established: that every clause commenced that evening, or a unique homelessness-count reversal from the assent hour.
Housing ministers carried the Bill. Parliament enacted. Courts and councils implement.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Renters’ Rights Act 2025 receives royal assent, not a later speech about Renters’ Rights Act 2025 receives royal assent.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He made abolition of section 21 a manifesto item. Housing ministers carried the Bill. Parliament enacted. Courts and councils implement.
