Context
Reeves announced full removal from April 2026 in the November 2025 Budget. DWP introduced the Bill in January 2026. Starmer had previously removed the whip from MPs who voted to scrap the cap in 2024 on affordability grounds. That whip is a neighbouring polarisation row. The 2026 Act is the opposite distributional instrument. Families already on UC are to be updated automatically. The OBR scored a multi-billion annual cost and a large child-poverty reduction.
The July 2024 whip and the November 2025 Budget announcement are different dates.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is income inequality and child poverty: restoring the Universal Credit child element for third and subsequent children is a completed cash transfer expansion.

What the sources establish
GOV.UK carries the official instrument or communique. BBC records the same dated act independently.
Established: royal assent on 18 March 2026 for a statute removing the two-child limit in Universal Credit from 6 April 2026.
Not established: that every child in poverty left poverty that day, or that the 2024 whip never occurred.
Reeves announced and funded it. DWP implements awards. Parliament enacted.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Universal Credit (Removal of Two Child Limit) Act receives royal assent, not a later speech about Universal Credit (Removal of Two Child Limit) Act receives royal assent.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He owned the later Budget choice as Prime Minister. Reeves announced and funded it. DWP implements awards. Parliament enacted. That limit is the alternative to treating office-holding as authorship of every later series.
