In December 2024 the Starmer government confirmed it would not pay compensation to women born in the 1950s affected by state-pension age equalisation (the WASPI campaign), rejecting the Parliamentary and Health Service Ombudsman’s maladministration finding as a basis for a large scheme.
Context
The Ombudsman had found maladministration in DWP communication. Liz Kendall announced there would be no compensation scheme. Starmer’s Cabinet owned the fiscal refusal. The underlying pension-age Acts were Conservative and Coalition instruments stored on other persons if at all. A refusal to remedy is still a completed welfare act of this government. Courts may still hear judicial reviews; those are neighbouring.
Ombudsman findings are the prompt, not Starmer’s authorship of the 1995 Act.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is income inequality: refusing a compensation scheme leaves 1950s-born women without the cash remedy the Ombudsman had pointed toward, after a documented communication failure by the state.

What the sources establish
Department for Work and Pensions carries the official instrument or communique. BBC records the same dated act independently.
Established: in December 2024 the government stated it would not establish a WASPI compensation scheme.
Not established: that Starmer authored the 1995 or 2011 pension-age Acts, or a unique poverty coefficient from the refusal hour.
Kendall announced. Starmer owned the fiscal line. The Ombudsman had found maladministration in earlier DWP communication, not a Starmer-era statute.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Government refuses WASPI-style compensation for state-pension age changes, not a later speech about Government refuses WASPI-style compensation for state-pension age changes.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to Cabinet refused a scheme. Kendall announced. Starmer owned the fiscal line. That limit is the alternative to treating office-holding as authorship of every later series.
