Context
Starmer and Reeves argued affordability in the first weeks of government. Child-poverty groups treated the whip as a choice to keep a Conservative-era cap. The rebels included long-standing Labour left MPs. A whip is a party instrument, not a statute. The later 2026 Act is the opposite policy on a different date.
The 2026 repeal Act is a different date. Winter Fuel SI is a different date. Keep the whip as polarisation, not as the cap’s original 2015–17 authorship — that was a Conservative statute.
The Prime Minister of the United Kingdom is First Lord of the Treasury and chairs Cabinet. He does not enact statutes alone. Parliament enacts; courts review; the Home Office, DWP, HMT, MoJ, DESNZ and NESO implement. After 20 July 2026 he is a backbench MP for Holborn and St Pancras, not the author of Andy Burnham’s instruments. Office-holding is not authorship of every later welfare series. Allegation is not a completed judgment.
Why it matters
The path is political polarisation: removing the whip from MPs who voted to lift a child-poverty cap is a completed intra-party punishment that kept the cap in force through 2024–25.

What the sources establish
UK Parliament carries the official instrument or communique. BBC records the same dated act independently.
Established: in July 2024 Labour whipped against an immediate scrap of the two-child limit and removed the whip from rebel MPs.
Not established: that the whip created the 2017 cap, or that every later child in poverty is this division alone.
Chief Whip executed. Rebels voted. DWP still administered the Conservative-era cap.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies Labour removes the whip from MPs who vote to scrap the two-child limit immediately, not a later speech about Labour removes the whip from MPs who vote to scrap the two-child limit immediately.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to He led the party that applied the whip. Chief Whip executed. Rebels voted. That limit is the alternative to treating office-holding as authorship of every later series.
