On 14 April 2013 Venezuela’s National Electoral Council announced that Nicolás Maduro had won the presidential election with 50.61 percent against Henrique Capriles’s 49.12 percent, days after Hugo Chávez’s death. Capriles demanded a full audit.
Context
He was the acting president and PSUV candidate. Neighbouring 19 April oath is a child. He did not sit as every precinct printer.
The 2018 contest is a later child. The 2024 CNE night is a different instrument.
The President of Venezuela heads the national executive, commands FANB as commander-in-chief, appoints the cabinet, and can request enabling laws. He does not write an OFAC designation, an ICC Pre-Trial Chamber decision, or a Colombian migration statute. A CNE announcement is not an opposition acta and is not a Carter Center finding. Those three statuses stay on separate rows. An ICC investigation is not a conviction. An IMF figure is labelled as an estimate where BCV stopped publishing. Sanctions after 2017 and 2019 are an external causal factor; they do not erase the pre-2017 PDVSA-and-policy collapse.
Why it matters
The path is democratic resilience: a completed narrow CNE succession after a president’s death, remaining audit fights as neighbours.

What the sources establish
CNE carries the official instrument or communique. Reuters records the same dated act independently.
Established: 14 April 2013 CNE announcement of a Maduro win, independently reported.
Not established: that every later year was thereby a unique democratic coefficient, or a unique later CPI from that Sunday.
He was the candidate and acting president. Capriles and later audits share the challenge file.. A later repeal, court stay, or successor order would be a different Fact with a different date. That pair identifies CNE announces Maduro’s narrow win over Capriles after Chávez’s death, not a later speech about CNE announces Maduro’s narrow win over Capriles after Chávez’s death.
Co-authors and later implementers named in Context remain on the file. If a later repeal, stay, or successor instrument exists, it needs its own date and its own row. The contribution described on this Person row is limited to CNE announced. That limit is the alternative to treating office-holding as authorship of every later series.
