2022 Russian mobilization

President Vladimir Putin ordered the call-up of reservists as Russian forces faced battlefield setbacks in Ukraine.

Report

Russian President Vladimir Putin announced a partial military mobilization on 21 September 2022 and signed a decree authorizing the call-up of citizens in the reserve. Defence Minister Sergei Shoigu said the plan concerned 300,000 reservists, although the published decree did not state that numerical ceiling in its public text.

The order followed Ukrainian advances in the Kharkiv region and growing Russian manpower needs. Authorities said priority would go to people with relevant military experience. In practice, reports documented inconsistent summonses and mobilization of some people who appeared not to meet stated criteria, prompting official acknowledgments of errors.

Large numbers of Russian citizens left the country, and protests occurred despite restrictions. Those responses do not prove a single motive for every departure or participant. Mobilization was separate from the regular conscription system and from recruitment by private military formations.

The presidential decree establishes the legal action, while implementation evidence comes from regional orders, military records and reporting. A classified clause and changing official explanations complicated assessment of the maximum scope. The declared 300,000 figure should therefore be attributed rather than treated as the only possible legal limit.

The mobilization entry fixes the first mobilization announced by the Russian state since the Soviet era. It does not merge call-up, training, deployment and casualties into one event. Those stages require separate dates and evidence, as does any assessment of the mobilization's battlefield effect.
