Net harmfulFormula-derived score

The through-line is command of the defence vertical through the full-scale invasion, the 21 September 2022 mobilisation, and the June 2023 Wagner mutiny that named him. A living official is scored on those instruments, not as a disaster-ministry builder. The largest negative contribution to the formula-derived score is “Shoigu announces a partial mobilisation of about 300,000 reservists” (2022).

Editorial assessment (context, not the score)

The heaviest documented costs sit on one war, not on a personality adjective.

First, pretext and command. On 21 February 2022, in the televised Security Council, he accused Ukraine of stepping up shelling and leaving Donbas without gas or water. Reuters recorded the session as Kremlin theatre. Three days later he was the defence minister of the full-scale invasion. The United States listed him on 25 February 2022 as minister of defence.

Second, force generation. On 21 September 2022, after the president ordered partial mobilisation, he announced that about 300,000 reservists would be called up. Independent wires recorded the figure the same day.

Third, a mutiny that named him. On 24 June 2023 Wagner’s owner marched on Rostov and said he wanted Shoigu and the chief of the General Staff. The defence ministry later posted a video of him with officers. He remained in office until 12 May 2024, when he was moved to Security Council secretary — continuity, not a completed removal from the war.

Vladimir Putin ordered the war. This page stores Shoigu’s own speeches, numbers, and office. Confidence is high on Kremlin records and Reuters/AP, and medium where later loss estimates sit between a mobilisation decree and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Sergei Shoigu was minister of defence of the Russian Federation from 6 November 2012 to 12 May 2024. On 12 May 2024 he became secretary of the Security Council. The president is commander-in-chief. The defence minister is not a bystander. He sat on the Security Council that blessed recognition and then ran the ministry that fought the war.

The war is one driver. This page reuses ukraine-war. It does not mint a second war. It does not hang 2014 or 2022 on territorial-revisionism. It does not dump these events onto Soviet-scope civic rows as a primary home.

On 21 February 2022 he told the televised Security Council that Ukraine was stepping up shelling of the so-called DPR and LPR and that some residents had been left without gas or water. Kyiv denied the shelling spike. Reuters recorded the meeting as a piece of Kremlin theatre in which every official was made to bless recognition. Three days later the full-scale invasion began under his ministry.

On 21 September 2022 the president ordered partial mobilisation. Shoigu announced that around 300,000 men would be called up from the reserve. Reuters recorded the number the same day. The ministry implemented the call-up. He did not write the presidential decree. He did put the 300,000 figure on the record and run the office that executed it.

On 24 June 2023 Yevgeny Prigozhin’s Wagner column seized Rostov’s southern military headquarters and said it wanted Shoigu and the chief of the General Staff. Associated Press and Reuters recorded the mutiny. The ministry posted a video of Shoigu with officers. He was not removed that week. Prigozhin is named here as an unresolved person candidate. This run does not mint a page for him.

On 12 May 2024 a presidential decree appointed him secretary of the Security Council and nominated Andrei Belousov as defence minister. AP and the Washington Post recorded the shake-up. He remained in the wartime vertical. Continuity is the fact, not a completed exile.

Vladimir Putin is commander-in-chief. Dmitry Medvedev sat on the same 21 February council. Valery Gerasimov is the operational counterpart, unresolved. Nikolai Patrushev is the predecessor as council secretary, unresolved.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are thin on this chain. Emergencies-ministry longevity and parade-ground modernisation are different dates. They are not measured welfare rebates of an invasion command. This page does not invent a hero-of-Syria halo.

Contributions and limits of responsibility

He spoke, numbered, and held the ministry. The president ordered the war. The general staff planned operations. Wagner mutinied. Sharing execution is not a reason to drop the row. It is a reason not to treat every later death in a later oblast as a personal homicide coefficient from 21 February.

Causal chain through facts

The February pretext speech, the September mobilisation number, the June mutiny in which he was the named target, and the May 2024 council appointment all sit on one Ukraine war. He connects to that mechanism only through dated facts.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: the documented instruments are command of an invasion, a mobilisation, and continuity after a mutiny. A later genuine removal from the war vertical, a completed ICC judgment, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Gerasimov, Patrushev, Kadyrov, and Prigozhin remain names on this file, not invented biographies.
