Net harmfulFormula-derived score

The through-line is intel-vertical architecture of the war: he ran the 21 February 2022 recognition theatre and remains in the wartime circle after the 2024 shuffle. A living power broker is scored on those instruments, not as spy-novel glamour. The largest negative contribution to the formula-derived score is “Patrushev’s Security Council stages on-camera recognition of the so-called DPR and LPR” (2022).

Editorial assessment (context, not the score)

The heaviest documented costs sit on one war, not on a spy-novel adjective.

First, recognition theatre. On 21 February 2022, as council secretary, he sat the security vertical in front of cameras to bless recognition of the so-called DPR/LPR. Reuters recorded the session as Kremlin theatre. Three days later the invasion began. The EU listed Security Council members who supported that recognition.

Second, continuity. On 12 May 2024 he was replaced as secretary by Shoigu. On 14 May he was appointed a presidential aide. BBC and Politico recorded the move. Remaining in the wartime circle is the fact, not a completed exile.

Vladimir Putin chairs the council. This page stores Patrushev’s own office through the invasion years. Confidence is high on Kremlin records and Reuters/BBC, and medium where later ideology interviews sit between a meeting and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Nikolai Patrushev was secretary of the Security Council of the Russian Federation from 12 May 2008 to 12 May 2024. The president chairs the council. The secretary organises it. On 14 May 2024 he became a presidential aide. Sergey Naryshkin (SVR) and Alexander Bortnikov (FSB) are named as unresolved intel-vertical counterparts. This run does not mint them.

The war is one driver. This page reuses ukraine-war. It does not mint a second war. It does not dump these events onto Soviet-scope civic rows as a primary home.

On 21 February 2022 the council he ran as secretary was broadcast as a consultation on recognising the so-called DPR and LPR. Every permanent member was made to bless the decision. Reuters recorded the theatre. Three days later the invasion began. He is not every speaker. He is the secretary who staged the forum.

On 12 May 2024 he was replaced by Sergei Shoigu. On 14 May a decree made him a presidential aide, with a shipbuilding remit in the Kremlin’s telling. BBC recorded the appointment. Continuity in the wartime circle is the instrument, not a completed removal from ideology or from Ukraine-war decision neighbourhoods.

Vladimir Putin is the counterpart from the Leningrad KGB years. Sergei Shoigu took the secretary’s chair.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are thin on this chain. A 1990s FSB résumé is not a rebate of 21 February 2022. This page does not invent a deep-state halo.

Contributions and limits of responsibility

He ran the council that blessed recognition and remained an aide after the shuffle. The president ordered the war. Sharing a table is not a reason to drop the row. It is a reason not to treat every later death as a personal homicide coefficient from 21 February.

Causal chain through facts

The February 2022 council session and the May 2024 aide appointment sit on one Ukraine war as architecture and continuity. He connects to that mechanism only through dated facts.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative. A later genuine exit from the wartime circle, or a measured series that can be argued as a consequence of these instruments, would be a different fact with a different date. Naryshkin and Bortnikov remain names on this file, not invented biographies.
