Identity and office
Sergey Naryshkin has been director of the Foreign Intelligence Service since 5 October 2016. The SVR director sits on the Security Council. He does not write presidential decrees. Alexander Bortnikov, the FSB director, is named as an unresolved intel-vertical counterpart. This run does not mint him.
The war is one driver. This page reuses ukraine-war. It does not mint a second war. It does not dump these events onto Soviet-scope civic rows as a primary home.
On 21 February 2022 the council was broadcast as a consultation on recognising the so-called DPR and LPR. When it was his turn, he said he “will support.” The president asked whether that meant he did support. He then appeared to speak of the regions becoming part of Russia. The president said that was not the question, and made him state support for independence. Reuters recorded the exchange. Three days later the invasion began. Politicised intel cover is the instrument: an intelligence chief made to bless, on camera, the diplomatic prelude to the war.
Vladimir Putin chaired. Nikolai Patrushev ran the forum. Sergey Lavrov owns the UN line on the same chain.
Documented benefits
The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are thin on this chain. A State Archive directorship is a different date. This page does not invent a tradecraft halo.
Contributions and limits of responsibility
He spoke the blessing on camera. The president decided. The secretary staged the forum. Sharing a table is not a reason to drop the row. It is a reason not to treat every later SVR note as a unique homicide coefficient from 21 February.
Causal chain through facts
The February 2022 exchange sits on one Ukraine war as politicised intel cover. He connects to that mechanism only through dated facts.
What the score does not say
This page does not promise an exact number. Direction on this chain is negative. Bortnikov remains a name on this file, not an invented biography.
