Net harmfulFormula-derived score

The through-line is wartime fiscal and administrative continuity: legalising parallel imports after 24 February 2022 so the war economy could keep goods moving, and remaining PM through mobilisation and a 2024 reappointment. A living premier is scored on those instruments, not as a tax-digitisation hero. The largest negative contribution to the formula-derived score is “Mishustin announces parallel imports so branded goods can enter without the trademark owner” (2022).

Editorial assessment (context, not the score)

The heaviest documented costs sit on one war, not on a tax-app adjective.

First, sanctions-evasion administration. On 29 March 2022 the government adopted resolution No. 506. On 30 March he announced at a televised meeting that “parallel imports” would guarantee shipments “in spite of the unfriendly actions of foreign politicians.” Reuters and the BBC recorded the announcement the same day. That is a completed government act that kept the war economy supplied after firms left over the invasion.

Second, continuity. On 14 May 2024 he was reappointed prime minister after the presidential inauguration. The same wartime cabinet spine remained. Continuity is the fact, not a completed social-policy halo.

Vladimir Putin ordered the war. This page stores the premier’s own resolution and reappointment. This paragraph is an assessment of those paths, not a substitute number.

Identity and office

Mikhail Mishustin has been prime minister of Russia since 16 January 2020. The president is head of state and commander-in-chief. The prime minister runs the government. He does not set the Central Bank rate. Elvira Nabiullina is named as an unresolved person candidate. Anton Siluanov, the finance minister, is likewise unresolved. This run does not mint pages for them.

The war is one driver. This page reuses ukraine-war for war-economy enabling facts. It does not mint a second war. It does not dump these events onto Soviet-scope civic rows as a primary home. It does not invent 0.7 organisation sizes.

On 29 March 2022 the government adopted resolution No. 506, lifting selected Civil Code intellectual-property bars so goods could be imported without the rights-holder’s consent. On 30 March he announced the policy at a televised meeting of the commission on the stability of the Russian economy under sanctions. Reuters recorded him saying parallel imports would guarantee shipments “in spite of the unfriendly actions of foreign politicians.” The BBC recorded the same announcement. The Ministry of Industry and Trade later published a brand list. He signed and announced. He did not write every customs stamp.

That act is war-economy administration. Western firms had left because of the invasion. The government chose to keep their goods flowing without them. Households got some goods. The war got a supplied home front. This page stores the completed resolution on ukraine-war as enabling the same war, not as a consumer-welfare rebate of 24 February.

On 14 May 2024 he was reappointed prime minister. The wartime cabinet spine continued. Continuity after mobilisation, parallel imports, and two years of war is the instrument, not a unique 2024 GDP print.

Vladimir Putin ordered the war this government supplies. Dmitry Medvedev left the premiership in 2020 and sits on the Security Council.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are thin on this chain. Tax-digitisation before 2020 is a different date. Parallel imports may have put some branded goods on shelves; they do not rebate the invasion. This page does not invent a digitisation-hero halo.

Contributions and limits of responsibility

He announced and signed the parallel-import policy and accepted reappointment. The president ordered the war. The Central Bank sets rates. Customs stamps goods. Sharing execution is not a reason to drop the row. It is a reason not to treat every later import invoice as a personal coefficient from 30 March 2022.

Causal chain through facts

The March 2022 resolution and the May 2024 reappointment sit on one Ukraine war as fiscal and administrative enablement. He connects to that mechanism only through dated facts.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: the documented instruments keep a war economy supplied and continuous. A later genuine reversal of parallel imports, a completed resignation gazette, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Nabiullina and Siluanov remain names on this file, not invented biographies.
