Eastern DRC / M23–RDF (Great Lakes)

Eastern DRC / M23–RDF is one continuing cross-border security mechanism in the Great Lakes: Rwanda Defence Force support to the March 23 Movement in the Democratic Republic of the Congo, as recorded by successive UN Groups of Experts and then by Security Council resolution 2773 (21 February 2025). Its strongest welfare pathway: it strengthens People Internally Displaced by Conflict and Violence (IDMC), a worse welfare reading.

What this driver is

Eastern DRC / M23–RDF is one continuing cross-border security mechanism in the Great Lakes: Rwanda Defence Force support to the March 23 Movement in the Democratic Republic of the Congo, as recorded by successive UN Groups of Experts and then by Security Council resolution 2773 (21 February 2025). It runs from the 2021–22 M23 resumption through documented RDF presence, equipment, and combat support, the capture of Goma (28 January 2025) and Bukavu (14 February 2025), Chapter VII demands that RDF cease support and withdraw without preconditions, and later Washington-process diplomacy that does not erase 2773. It is a mechanism, not a TED talk and not a 1919–50 proxy-war-intensity row.

The driver is not “FDLR residual threat” as a veto of the Council paragraph, not Vision 2020, and not a World Bank ranking. Neighbouring mechanisms — electoral integrity inside Rwanda, civic space, the UK asylum partnership — can move with this file or against it. They do not replace it. A Kigali street-cleaning story is not this node. This node is RDF support to M23, occupation of Goma and Bukavu, and the Council’s withdrawal demand.

It applies to North Kivu, South Kivu, and the Rwanda–DRC border from the M23 resumption through 2773 and later expert findings of continued support. It is not the 1994 genocide as a second driver on this page, not the 1998–2003 Congo war as a duplicate name, and not Ukraine.

The legal core is S/RES/2773 (2025), Chapter VII, which “strongly condemns” M23 advances with RDF support, records M23/RDF control of Goma on 28 January 2025 and Bukavu on 14 February 2025, and demands RDF withdrawal without preconditions. Kigali’s FDLR counter-narrative is a neighbouring recorded position, not a veto of that paragraph.

Mechanism

The war moves welfare through named channels.

First, combat support. UN Groups of Experts documented RDF presence, jamming, SHORAD, armed drones as sanctions-relevant, and combat support to M23. Troop estimates are contested. Quote a GoE range with a document date; do not invent “3–4 thousand” here.

Second, city capture. Goma’s airport and main entries on 28 January 2025 and Bukavu on 14 February 2025, as recited in 2773, are completed territorial facts. They move displacement, humanitarian access, and organised violence.

Third, Council command. 2773 demands cease hostilities, withdraw from Goma and Bukavu, and that RDF cease support and withdraw without preconditions. That is a Chapter VII product, not an NGO take.

Fourth, diplomacy that does not erase the file. On 27 June 2025 the DRC and Rwanda foreign ministers signed a Washington peace agreement that recites UNSC 2773 (US State Department text). A 4 December 2025 presidential ceremony is a neighbouring dated act. Paul Kagame and Félix Tshisekedi are live counterparts; they are not minted here. The Group of Experts’ later 2025 reporting (S/2025/858) recorded continued RDF operations after the accord. A signature does not delete 2773’s withdrawal demand.

Fifth, command. Rwanda’s president is commander-in-chief. Sharing execution with M23 does not move authorship off RDF support as the Council recorded it.

Timing is days for a city and years for displacement stocks. A later ceasefire with a date would be a new fact. It would not hang this driver on proxy-war-intensity (1919–50) or on Ukraine.

Evidence base

The best evidence is Council and Group of Experts products.

S/RES/2773 (21 February 2025) is the core (https://undocs.org/S/RES/2773(2025) (opens in a new tab)). It recites Masisi 4 January, Sake 23 January, Goma 28 January, Bukavu 14 February. Successive UN GoE reports attributed RDF support before that date. The US State Department published the 27 June 2025 Washington agreement (https://www.state.gov/peace-agreement-between-the-democratic-republic-of-the-congo-and-the-republic-of-rwanda (opens in a new tab)). S/2025/858 later recorded continued RDF operations after the accord. Reuters and AP recorded Goma and Bukavu the same weeks.

This page does not invent an M23/RDF headcount or a DRC civilian death total. Where a GoE report prints a range, quote the range with the document date. Missing integers stay missing.

Evidence is strongest for a Chapter VII resolution and a named GoE symbol. It is weaker for any unique first-day death coefficient. It is weakest where a development ranking is asked to rebate Goma.

Effect on welfare indicators

This driver, when it actually runs, is a first-order channel into displacement and organised-violence series.

An electricity-access or PISA path does not follow from this driver without a sourced channel. Missing coefficients stay missing.

The welfare sign of the driver on those indicators is negative: strengthening RDF support to M23 increases a lower-is-better displacement stock and a lower-is-better death count. That is the opposite of treating a 99 percent ballot as a development miracle that rebates Goma.

Interactions and contested points

The mechanism interacts with Rwandan electoral closure, civic space, and sanctions listings when an OFAC or EU Official Journal symbol exists. Reinforcement is obvious when a 99 percent ballot and a Goma capture sit in the same presidency. Offsetting is the claim, common in commissioned-positive coverage, that Vision 2020, clean streets, or World Bank ease-of-doing-business rankings rebate 2773. Those are different mechanisms. They can be stored. They do not cancel 21 February 2025.

The strongest competing view is that RDF action is strictly defensive against FDLR. 2773 records RDF support to M23 and demands withdrawal without preconditions. The FDLR counter-narrative remains a neighbouring recorded position.

A second competing view is that this is proxy-war-intensity (1919–50) or Ukraine. It is not. Those are different centuries or a different war.

Established: GoE attribution of RDF support; 2773’s Goma/Bukavu recitals and withdrawal demand; the 27 June 2025 Washington text as diplomacy that recites 2773 rather than replacing it. Not established: a unique RDF headcount or a unique DRC civilian death total from this page. Implementation of the Washington accord would be a later dated fact. It would not rename this driver as a development success or hang it on Ukraine.
