Net harmfulFormula-derived score

The through-line is a living ruler who converted the RPF’s 1994 military victory into a permanent vertical: constitutional resets, 90-plus percent ballots, and a cross-border security policy that UN experts and Security Council resolution 2773 recorded as RDF support to M23 in the DRC. Not a TED development biography. The largest negative contribution to the formula-derived score is “UNSC 2773 demands RDF cease support to M23 and withdraw without preconditions” (2025).

Editorial assessment (context, not the score)

The heaviest documented costs sit on two clusters, not on a personality adjective.

First, a captured ballot. Official presidential returns have sat in the 90s. The 18 December 2015 referendum reset term limits toward 2034. On 15 July 2024 the NEC recorded 99.18 percent. AU–COMESA observed; that is not an ODIHR competitive-election finding.

Second, the DRC file. Successive UN Groups of Experts documented RDF support to M23. S/RES/2773 (21 February 2025), Chapter VII, strongly condemns M23 advances with RDF support, records M23/RDF control of Goma on 28 January 2025 and Bukavu on 14 February 2025, and demands RDF withdrawal without preconditions. That is a Council instrument. Kigali’s FDLR counter-narrative is a neighbouring recorded position, not a veto of the paragraph. Later Washington-process diplomacy does not erase 2773.

Patrick Karegeya’s 1 January 2014 death in Johannesburg is a South African police file. This page does not write “Kagame ordered” unless a court names him. Confidence is high on 2773, NEC figures, and GoE products, and medium where troop ranges and sealed inquests sit between Kigali and a welfare series. This paragraph is an assessment of those paths, not a substitute number.

Expert analysis

Identity and office

Paul Kagame has been president of Rwanda since 24 March 2000, after de facto command from July 1994 as Vice-President and Minister of Defence. He remains commander-in-chief. He does not write UNSC 2773. He does command the RDF that 2773 addresses.

The ballot file is official. NEC recorded 99.18 percent on 15 July 2024; he was sworn on 11 August 2024. The 18 December 2015 referendum shortened terms but reset the clock toward 2034. AU–COMESA observed 2024; that is not an ODIHR competitive-election finding.

The DRC file is a Council instrument. Successive UN Groups of Experts attributed RDF support to M23, including equipment later treated as sanctions-relevant. S/RES/2773 (21 February 2025) recites M23/RDF control of Goma on 28 January 2025 and Bukavu on 14 February 2025 and demands RDF cease support and withdraw without preconditions (S/RES/2773 (opens in a new tab)). Troop estimates are contested. This page does not invent “3–4 thousand.”

The 2010 OHCHR DRC Mapping Report (1993–2003) recorded allegations of Rwandan-force participation in serious crimes. That is allegations-grade. This page does not write “genocide in Congo” as settled unless the instrument does.

Patrick Karegeya was found murdered in a Johannesburg hotel on 1 January 2014. South African police opened a file. He is an unresolved person candidate. This page does not write “Kagame ordered” unless a court names him.

Keir Starmer is the counterpart on the scrap instrument only.

Documented benefits

The offsets that a commissioned-positive portrait would lead with are real only where dated, and they are not this assignment’s through-line. Reconstruction, street safety, and World Bank rankings are neighbouring files. They are not a rebate of 2773. This page does not invent a development-miracle driver to offset the Council file.

Contributions and limits of responsibility

He commands the RDF and certifies the ballots on this page. NEC tabulated. M23 executed in the field. The Security Council wrote 2773. Sharing execution is not a reason to drop the row. It is a reason not to invent a unique DRC civilian death total as Contribution.size. A later Washington signing with Félix Tshisekedi is a completed diplomatic act on a neighbouring date; it does not erase 2773.

Causal chain through facts

2024 99.18 percent and the 2015 referendum weaken electoral integrity. M23/RDF, Goma, Bukavu, and 2773 strengthen eastern-drc-m23-rdf — one Great Lakes driver, not proxy-war-intensity, not Ukraine, not territorial-revisionism. Civic space carries the domestic vertical. He connects to those mechanisms only through dated facts, not as a tag on a personality.

What the score does not say

This page does not promise an exact number. Direction on this chain is negative: the documented instruments close rotation and keep RDF in a Council file on eastern Congo. A later genuine contest, a verified RDF withdrawal, or a measured series that can be argued as a consequence of these instruments would be a different fact with a different date. Félix Tshisekedi, Victoire Ingabire, Patrick Karegeya, and João Lourenço remain names on this file, not invented biographies.
