Taiwan Strait escalation risk
Taiwan Strait escalation risk is one continuing coercive-military mechanism: the People’s Republic of China’s use of large, named PLA Eastern Theater exercises, median-line crossings, and coast-guard patrols around Taiwan as political punishment and rehearsal, from the August 2022 post-Pelosi drills through Joint Sword-2024A after Lai Ching-te’s inauguration and Joint Sword-2024B after the 10 October 2024 National Day speech. It is a mechanism, not a mood and not a 1918–45 territorial-revisionism row.

What this driver is
Taiwan Strait escalation risk is one continuing coercive-military mechanism: the People’s Republic of China’s use of large, named PLA Eastern Theater exercises, median-line crossings, and coast-guard patrols around Taiwan as political punishment and rehearsal, from the August 2022 post-Pelosi drills through Joint Sword-2024A after Lai Ching-te’s inauguration and Joint Sword-2024B after the 10 October 2024 National Day speech. It is a mechanism, not a mood and not a 1918–45 territorial-revisionism row. It is not the Ukraine war.
The driver is not “reunification” as a slogan and not a single flyby. Neighbouring mechanisms — military-escalation-risk as a generic meter, south-china-sea-militarization, missile-threat-level — can move with this file. They do not replace it. A Spratly outpost is a South China Sea file. A 1943 Cairo communiqué is a different century. This node is the modern Strait: named Joint Sword series, ADIZ pressure, and blockade-rehearsal language.
It applies to the Taiwan Strait, Taiwan’s ADIZ, and the outlying islands (Kinmen, Matsu, Wuqiu, Dongyin) from August 2022 through the 2024 Joint Sword pair. It is not the 1995–96 missile crisis as a second driver, and it is not Kosovo or Gaza.
The legal neighbourhood is the UN Charter prohibition on the threat or use of force, the PRC’s Anti-Secession Law (2005) as a PRC domestic instrument, and Taiwan’s defence-ministry detection reports as contemporaneous counts. A television adjective that calls an exercise “routine” does not change the mechanism.
Mechanism
The risk moves welfare through named channels.
First, punishment drills after political events. After then-US House Speaker Nancy Pelosi visited Taipei in August 2022, the PLA ran multi-zone exercises and missile shots around the island. Pelosi is unresolved here. She is not minted. The 2022 series set the template: announce zones, cross the median line, and call it a response to “separatism.”
Second, the Joint Sword series. In April 2023 the Eastern Theater Command ran Joint Sword after Tsai Ing-wen met Kevin McCarthy. Tsai is unresolved. On 23–24 May 2024, three days after Lai Ching-te’s 20 May inauguration, the Command announced Joint Sword-2024A as “punishment.” Lai is a live counterpart. On 14 October 2024 Joint Sword-2024B followed the National Day speech, with PLA language of port blockade and “comprehensive superiority.”
Third, gray-zone persistence between named drills. Median-line crossings and ADIZ entries continued in 2023–24 on days without a Joint Sword label. Taiwan’s defence ministry publishes daily detection notices. Those notices are the observational language. This page does not invent a unique annual sortie coefficient.
Fourth, blockade rehearsal, not yet a completed blockade. 2024A and 2024B practised sea-air patrols, “key port” control, and coast-guard activity around outlying islands. A rehearsal is not a closed port. A later dated closure of Kaohsiung or Keelung would be a new fact. It would not rename this driver as an invasion that has already occurred.
Fifth, command. Under the PRC constitution the CMC chairman is the military lead. Sharing execution with the Eastern Theater Command or the China Coast Guard does not move authorship off that command. It is a reason not to mint every flotilla commander.
Timing is hours for a named drill and years for a coerced political change that has not occurred. A later genuine cross-Strait political settlement with a date would be a new fact. It would not hang this driver on territorial-revisionism or on ukraine-war.
Evidence base
The best evidence is PLA Eastern Theater announcements plus Taiwan MND detection notices and contemporaneous independent reporting.
Reuters recorded the end of Joint Sword-2024A on 25 May 2024, including Taiwan’s count of aircraft and ships on those days (https://www.reuters.com/world/asia-pacific/china-ends-war-games-taiwan-details-warplane-warship-surge-2024-05-25/ (opens in a new tab)). PLA Daily and Xinhua announced 2024A and 2024B the same mornings the drills began.
This page does not invent a unique missile count, a unique ADIZ annual total, or Contribution.size from a “90 vessels” leak. Where Taiwan’s MND prints a daily detection, quote the notice date.
Evidence is strongest for a named Joint Sword communiqué and a same-day Reuters/MND pair. It is weaker for any unique first-hour missile coefficient. It is weakest where a “routine patrol” caption is asked to rebate a punishment drill.
Effect on welfare indicators
This driver, when it actually runs as a completed use of force, would be a first-order channel into organised-violence deaths and displacement. As a risk-and-rehearsal mechanism it already stresses security indicators.
- Global deaths from organized violence (UCDP): direction higher deaths if a Strait war is fought. Horizon: same year for combat. Confidence: high for the counterfactual of a shooting war; this page does not treat 2024A as that war, and does not invent a unique integer.
- People internally displaced by conflict and violence (IDMC): direction higher displacement if bombardment or blockade empties cities. Horizon: days to years. Confidence: low for 2022–24 because no such emptying is stored here; high for the mechanism if a later dated campaign occurs.
Missing coefficients stay missing.
The welfare sign of an actual shooting war on those indicators would be negative. Treating Joint Sword-2024A as a mild “patrol” that rebates coercion is the opposite of the record: a named punishment drill after an inauguration.
Interactions and contested points
The mechanism interacts with south-china-sea-militarization, missile-threat-level, and US arms notifications when a drill and a weapons notice sit in the same season. Reinforcement is obvious. Offsetting is the claim that exercises are purely defensive or that a US transit caused them. Transits are dated. They do not cancel CMC command of the Eastern Theater.
The strongest competing view is that this is territorial-revisionism (1918–45) or the same node as the South China Sea. It is not. Cairo/Potsdam is a different century. Spratly dredging is a different water. This node is the modern Strait drill series.
A second competing view is that 2024A/B already were a blockade. They were rehearsals. Taiwan’s ports continued to operate. A completed blockade would be a new fact.
Established: August 2022 post-Pelosi multi-zone exercises; Joint Sword 2023; Lai inauguration 20 May 2024; Joint Sword-2024A 23–24 May 2024; Joint Sword-2024B 14 October 2024. Not established: a unique sortie size as a Factrail coefficient, or that a drill is an invasion. A later dated blockade or landing would be a new fact. It would not hang this driver on 1918–45.
